Purpose. Identify the causes and identify the problems of administrative reform in the Russian Federation. Methods. The work is based on the basic principles of the theory of state and law, applies formal logical method. Results. Preconditions of the Russian Federation held in administrative reform, which is to the needs of Russian society as a qualitative transformation of local public-legal institutions and, above all, the state apparatus. The basic directions of administrative reform: optimization of management mechanism; rationalization of the civil service system; anti-corruption. To defend a point of view according to which the main problems of administrative reform lie in the Russian state-legal traditions and above all in the survivals of patrimonial power structure which is characterized by the following features: high level of corruption, widespread interpersonal and power relations to the detriment of legal relations. Scientific novelty. Based on the analysis of legal regulation of administrative reforms in the Russian Federation designated the main vectors of the reforms. Cause problems undergoing transformations revealed not as a normative legal acts and the complexities pravorealizatsii due to domestic public legal traditions.

Purpose. Study of the factors, trends and regulatory instruments influencing the service state with the system of executive power bodies, capable of rapid response to changes in the world; effective interaction with civil society institutes. Methods. Based on quantitative and systematic approaches the author analyzed a specific picture of the realization of tasks of the Administrative reform in Russia (2003 2013). Results. The author identified successful results in implementation of the Administrative reform, first and foremost, a qualitative leap in the awareness of citizens about the work of the authorities; as well as a major shift in the accessibility of public and municipal services; identified major deficiencies in the course of transformation. As a key problem in the framework of the Administrative reform, the author highlighted a lack of effective mechanisms for monitoring the achievement of the expected results and the adjustment of the scheduled plans. Scientific novelty. In the scientific literature of the recent years, scientists and experts repeatedly addressed to this subject. In the proposed article, the author introduces a comprehensive assessment of the results of all major parts of the reform in the Russian Federation and in Sverdlovsk oblast for the first time; conclusions on actual trends and development prospects of the Administrative reform at the national and regional levels are made.

Purpose. The article is devoted to conceptualization of the notion "political examination" and its analysis. Methods. In the article, the author used such techniques as statistical analysis, content analysis, and expert assessment. Results and scientific novelty. In the article the author analyzed the notion and essence of political expertise, demontstrated a relationship of expert structures and political decisions making of power bodies, determined the conditions for development of institutionalized basics of political expertise.

Purpose. To study the functions, vested in the constituent entities of the Russian Federation on public administration in the field of security and defense, both in re and on the basis of the existing legislation. Methods. On the basis of comparative-historical research the author reflected the functions of the constituent entities of the Russian Federation in the field of security and defense, both at present and earlier time intervals. Using comparative studies, the author determined features for docking the status of the subjects of the Federal States, both the Russian Federation and foreign countries. Functional and teleological analysis made it possible to carry out the classification of the functions of the constituent entities of the Russian Federation on public administration in the field of security and defense. Results. Proceeding from the analysis of the existing legislation, both of the Russian Federation and foreign countries, legislation of the subjects of the Russian Federation, jurisdiction practice of the higher Russian courts (first of all, the Constitutional Court of the Russian Federation), the author determined and classified the powers granted to the subjects exercising the public management in the field of security and defense. Scientific novelty. To date, no research has been carried out to examine the power of administrative activity of subjects of the Russian Federation on the implementation of the functions in the sphere of security and defense. Meanwhile, the gaps in the existing Russian legislation in this sphere, as well as the availability of normative legal acts of the constituent entities of the Russian Federation aimed at mediation of the management process in the field of security and defense are in need of scientific understanding. In this article, the author identified the gaps existing in the Federal legislation to empower the constituent entities of the Russian Federation with the powers in the area of public security and suggested the ways to address them. The acts of the constituent entities of the Russian Federation aimed at legal mediation management process in sphere of maintenance of subjects of the Russian Federation on security and defense were analyzed and proposals for the improvement of the existing law were formulated.

Purpose. This article is devoted to the improvement of the tools for implementing development strategies in DIC industries in order to minimize the impact of the factors slowing down the development and execution of policy documents. Methods. To meet the challenges of dealing with the objective of the study the author used a modeling method based on the analysis of the source of information. The tasks discussed in the article are of a practical nature. Scientific novelty. Within the framework of the tools, the author considered the following issues affecting the result of development strategies of DIC industries: the presence of the expert pool which is used to form a working group, established system of interaction among the members of the working group, the number of qualified professionals in the industry and their training. The author focused on the process of the expert reserve development and professional structure of its members. Results. The author substantiated the necessity and presented the directions for improving the tools to implement strategies for the development of the DIC branches; demonstrated the influence of the staffing component on the effectiveness of the decision-making process. The recommendations given in this article can be applied in the practice of public administration.

Purpose. Magnesium industry is one of the basic industries of the national economy. With this in mind, China has managed to become the undisputed world leader in the production of magnesium metal over the 20 years, and to become a global technology leader in the industry for 10 years, overtaking the United States, Japan and other countries. The article solves two tasks identifies the key characteristics of the State policy of China, which allowed that country to achieve such results, and shows that Russia still has a chance to impose a struggle in some areas of magnesium application. Methodology and methods. The authors analyzed historical trends in the magnesium industry in the world since 1940-s, identified the basic measures of economic policies of China since 1980, defined the current situation in Russia in the field of magnesium production, considered the scientific and technological activity in the magnesium industry in Russia and China, including the scientometrical analysis. Results. On the basis of the analysis the authors highlighted the key success factors for the development of Chinese magnesium industry, which allowed the country to become a monopolist on the world market. In this situation Russia has become a “local” player, fully ensuring the demand in the domestic economy on magnesium, as well as partially the Union countries of EurAsEC countries. China's strategy is based on initial low-balling, followed by an increase of a market share, as well as the gradual development of scientific research and development to improve the quality of products. In addition, the authors formulated the recommendations for Russia, which are to implement the three priority steps that will increase the scientific and technological potential of the industry and its competitiveness. Scientific novelty. The scientific novelty of this work is to carry out a comprehensive economic analysis of magnesium industry formation in China on the basis of a review of the key factors in the development of industries (the availability of basic infrastructure, natural resources, technologies, access to markets for finished products both internal and external). In addition, a comparative scientometrical analysis pioneered the development of the magnesium industry of Russia and China, which is based on the examination of the patent field of the countries, highlighted the types of beneficiary defined technological dynamics of the development of new technologies in the countries under consideration. The authors shaped practical recommendations to Russia in the field of economic policy in the magnesium industry, taking into account the trends of development of the main competitor Chinese magnesium companies.

Hypothesis. In this study, the main hypothesis is that the development of agriculture, in particular, the development of potato in Russian regions requires the use of advanced, modern tools and methods of State regulation of the economy and business, such as fixed multi-tier seed complexes, modern potato storage, and potato processing plants construction. Purpose. Evaluation of potato production in the regions of CFD on the example of Vladimir region, analysis of factors affecting the potato production and the development of complex of measures aimed at improving the entrepreneurial activity in the field of potato production using modern tools of governance of the economic sphere in the regions. Methods. The article used such techniques as statistical analysis, content analysis of scientific literature, Websites. Results. In the article the authors identified the factors impeding the development of potato growing in the Vladimir region; introduced the characteristics of economic performance, employment in potato production in the Russian regions; proposed the directions of strategic development of potato production and activities to address the problems and future development of the industry in the Vladimir region and in other regions of the country. Scientific novelty. The authors identify the main factors impeding the development of potato growing in the Vladimir region, determine the influence of the quality and land treatment technology in potato yields. The directions of strategic development of potato growing in the Vladimir region and the actions to address the existing problems in the field of potato and its future development are proposed. Proposed. The need to develop this segment of the national economy is due to the factor of economic independence and security of the country as a whole.

Purpose. To develop a classification of municipal districts of Bashkortostan Republic (RB) coming from changes in the structure of economic space for making quality and substantiated management decisions. To explore the structure of the economic space of the Republic of Bashkortostan by groups in relation to economic growth, to carry out an analysis of the relationship between the investment potential, degree of institutional changes and the effectiveness of the investment policy of the Republic of Bashkortostan. Methods. Technical-economic analysis, structural and factorial analysis, correlation and regression analysis, economic-mathematical modelling. Object/subject. The object of the study is the economy of the Republic of Bashkortostan as a dynamic system in terms of the spatial imbalance. The subject of the study is a total of organizational and economic relations that arise in the process of management. Results. The author showed the stiffness of structural changes in the dynamics of all municipal boroughs and urban districts of Bashkortostan Republic; proposed an approach for identifying similar reproductive mechanisms based on the use of tools for calculating the range of growth of the studied parameters. The authors held a classification of the economic space of Bashkortostan Republic. It gave a chance to select homogeneous groups, characterized by the presence of substantial relations between the indices of macroeconomic dynamics, content of internal structural interactions and dynamic changes of spatial structure. Scientific novelty. The author conducted a classification of municipalities of the Republic of Bashkortostan, proceeding from relatively small amplitude of dynamic structural changes.

Purpose. The purpose of the proposed research is to develop an algorithm for assessing the balance of socio-economic interactions (SEI) of the metropolitan area in terms of cohesion of the socio-economic space (SES). Methods. As a methodological basis of the research, the authors used the theory of spatial development and interaction, economic-mathematical models for the study of the SEI between the concept of domestic and foreign researchers in the field of territorial development. As methods of assessing the balance of the SEI, they used statistical, mathematical methods, methods of peer review, comparative analysis, as well as the balance sheet method. Results. As the main results of the study, the authors highlighted the generated system of parameters and indicators to assess the balance and concentration of SEI in the territory of the metropolitan area; the algorithm for calculating the integral indicators of SEI concentrations in municipal agglomeration; a toolkit generated to determine the type of balance of SEI in the territory of the metropolitan area. Scientific novelty. Scientific novelty of the research lies in the authors’ approach to the assessment of the balance SEI of agglomeration, with the subsequent formation of the tools to the balance of the SEI type definition in the territory of the metropolitan area.

Purpose. Study of teachers' opinions about the main directions of improving the efficiency of the system of general education. Methods. For information gathering the author used the method of studying the documents, in addition, he applied the methods of qualitative and quantitative analysis of empirical data. Results. The author summarized the results of the research on socio-psychological well-being of teachers and their professional self, relationships to ongoing change; identified the following features: Lack of awareness of the teachers about the decisions of the parent organizations. Need for greater involvement of parents of students in the learning and educational process. High dissatisfaction of the teachers with their well-being. With a general positive attitude towards the Unified State Exam doubts about its objectivity are remained. Scientific novelty. An attempt to compare the well-being of teachers at the end of the last and present century was made. Relevant attitude to the ongoing educational reforms was identified. A number of factors influencing the position of teachers were determined.

Purpose. Development of a model of modern management of volunteer organizations operating on the basis of educational institutions of higher education. Methods. The integrated nature of the methodology expressed in the application of a group of techniques for the collection and processing of primary information, including a sociological poll in the form of online survey, ranking methods, mathematical statistics methods, situational and comparative analysis, content analysis. In the course of the study, the authors developed a methodology for monitoring the activities of volunteer organizations, including indicators and questionnaires on its basis separately for the organization, its volunteers and customers of volunteer services in order to obtain the most objective results. The values of the indicators on a sample of organizations can be used in the effectiveness evaluation by calculating the integral indicator. As a theoretical and methodological basis of the study they used a resource-based approach, a theory of interested parties (stakeholders). Results. The article provides an overview of the domestic and world scientific thought on the subject of job evaluation of volunteers and volunteer managers, aimed at improving the processes for managing volunteers' organizations. Theoretical analysis of the stated perspective is backed by empirical research data. The authors reveal that the most vividly volunteer movement today is presented by the Russian Universities, which act as organized volunteer activities, and their effectiveness is achieved, firstly, through organizational design of a volunteers' cell as a structural unit, replacing other forms of organization of students' volunteerism, secondly, by the quality of interaction with volunteers and volunteer services consumers, thirdly, by the contribution of volunteer organizations of universities in implementation of volunteer programs that accompany mega-events. Scientific novelty. According to the evaluation of the effectiveness of student volunteering organizations in high schools of classical University education the authors seek to develop a management model of interaction of the organizers and participants of the volunteer movement. They propose to implement a model of optimal partnership, taking into account specific conditions, which is consistent with the basic social work practice, however, it treats an updated approach to process management. In particular, the authors are talking about flexible cross-sectoral collaboration, motivating to postpone pre-conceptions about how and by whom the issues should be discussed during the planning and implementation of volunteer projects.

Subject. The subject of the article is the public-private partnership development in the field of education in the Sverdlovsk region. Purpose. The purpose of the article is to study the practice of the Sverdlovsk region in developing the public-private partnership in the field of education, to identify the problems and solutions to them. Methodology and methods. The research methodology is based on the principles of activity approach to public-private partnerships in the field of education. The activity approach allows identifying the key components and activity trends of public authorities in public-private partnership development in the field of education, revealing problems, causes and factors of their arising so that to offer the optimal solutions. In the research, such methods as process description, analysis, synthesis, official documents analysis, expert interviews and statistical data analysis have been used. Results. The legal framework of public-private partnership in the field of education and the practice of public-private partnership in the field of education in the Sverdlovsk region have been studied; following the expert interview findings the expert evaluation of the public-private partnership development in the field of education in the Sverdlovsk region has been provided; the main problems of public-private partnership development in the field of education in the Sverdlovsk region have been revealed; ways to improve the public-private partnership in the field of education in the Sverdlovsk region are given. Scope of results. The study findings can be applied in the activity of public bodies of the RF subjects to improve the practice of public-private partnerships in the field of education. Scientific novelty. The estimates of the practice of public-private partnership in the field of education in the Sverdlovsk region are obtained; the facts and conditions of public-private partnership projects in the field of education in the Sverdlovsk region are studied, the problems of public-private partnership in the field of education in the Sverdlovsk region are identified; practical recommendations for improving public-private partnership in the field of education in the Sverdlovsk region are developed.

Purpose. The paper considers main problems of the RF public policy implementation in the field of culture. Methods. The study is based on the use of the system and activity approaches with the use of comparative methods, content analysis and normative acts analysis. Results and scientific novelty. Choral singing is seen as a major form of art that allows engaging great masses of the people in the cultural field with minimal investment funds. The paper features program framework of the non-profit partnership "All-Russia Choral Society" and the basics of the author’s project “Development of choral performance in the Sverdlovsk region”.

Purpose. To reveal the urgent problems of corporate social responsibility management in the Russian companies. Methods. The Russian and foreign scientific literature on corporate social responsibility has been analyzed, consultations with the relevant staff on CSR of the Russian companies have been carried out. The author conducted the research in the field of corporate social responsibility management in the “Industrial Metallurgical Holding” in Moscow. Results. Such serious challenges of the Russian CSR field, as lack of motivation and the shortage of qualified staff are identified and considered. On the basis of these findings mechanisms to solve the existing problems are provided to improve the socio-economic efficiency of the activity in the field of corporate social responsibility. Scientific novelty. Scientific novelty consists in considering and studying the problems that have hardly been covered in the Russian scientific community in the field of corporate social responsibility. The author’s methods to improve the efficiency of corporate social responsibility have been revised and proposed.

Purpose. Improving the efficiency of the regional intellectual capital management tools through the formation of its structural foundations based on system approach and promising development areas identification. Methods. The analytical part of the article is based on the content analysis of works reflecting the current state of research and development in the field of instrumental support of intellectual capital management. As a way of implementing the system approach for the formation of structural bases of the tools system, the structural and logical models development has been used, based on intellectual and logical methods of systems study, the method of classification and comparative analysis of management tools. Results. The imbalance in the development of the regional intellectual capital management tools at the present stage is revealed, which is expressed in substantial dominance of some groups of tools with the low elaboration of the other groups, as well as in the weak representation of approaches aimed at integrating and ranging of management tools. A model has been formed that allows for management tools structuring, based on the key stages of management decision taking and of intellectual capital reproduction system model. The preferable trends for further development of intellectual capital management tools are proposed. The role of program-oriented approach to management is justified, as one of the possible promising ways of intellectual capital management tools development on a systematic basis. Scientific novelty. The scientific novelty stems from the fact that the obtained results, in particular, the structure of the intellectual capital management tools system and the trends of tools development, allow for extending the knowledge about the regional tools development in the emerging knowledge-based economy from the point of intellectual capital theory and for developing approaches to the region intellectual capital management.

Purpose. The purpose of the research is to identify problematic issues and proposals for improving the system of training staff for implementing the projects of the National program of industrial-innovative development of Kazakhstan for 2015-2019. Methods. The research is based on the use of methods and techniques of logical, systematic, structural-functional and comparative analysis. The research findings in the framework of “Development of theoretical and methodological foundations of corporate management of a regional technical university in the conditions of industrial-innovative development of the Republic of Kazakhstan” research work by grant funding of the Ministry of Education and Science of the Republic of Kazakhstan were the empirical basis of the analysis. Results and practical significance. Trends of the need to improve staff training system in technical universities and colleges of the Republic of Kazakhstan in the condition of the second stage of industrialization are revealed. Assessment and diagnosis of major policy documents have been carried out. The need for staffing the projects of the National program of industrial-innovative development of the Republic of Kazakhstan for 2015-2019 is justified. Proposals for improving the technical staff training system are formulated. Scientific novelty. Main trends and features of training system in technical schools in the context of staffing the projects of the National program of industrial-innovative development of the Republic of Kazakhstan for 2015-2019 are identified and disclosed. The recommendations on the development of new and improvement of the existing approaches to the modern training system regarding the specifics of the sixth techno-economical paradigm, which is growing faster than the previous ones, are provided. Tools, providing the focused range of management decisions and management practices, aimed at improving the efficiency of staff training for the enterprises of the real sector of economy are put forward.

Purpose. Assessment of awareness and readiness of managers and specialists of social protection system to pass through voluntary certification to confirm the compliance with the provisions of the professional standards. Methods. The comparative analysis of the 2015 2016 research findings on the anticipated introduction of independent qualification assessment in the social protection institutions is carried out, the respondents' assessments depending on the posture are analyzed; the groups of respondents the most / least ready for the professional standards introduction are revealed. Scientific novelty. The dynamics of employers’ and of social protection workers’ assessments for the period of 1 year prior to and immediately before the introduction of independent qualification assessment for compliance with professional standards is analyzed. It shows a complex of organizational and personnel activities, already carried out in institutions for the implementation of professional standards in their operation. General problems of the social protection system as a whole and risk groups by staff positions have been revealed while introducing the independent qualification assessment for compliance with professional standards. Results. Based on the comparison of the results of two similar surveys it has been concluded that the introduction of qualification assessment for compliance with professional standards will allow for improving the professional competences and for both managers and specialists of social protection system to feel more confident. Most of the respondents are not only informed, but also willing to pass the qualification assessment by the provisions of professional standard, they understand the need and see the prospects of these innovations in their own knowledge extending, career development, competitiveness enhancement. The findings have been used to design the professional development and certification activities programs in the framework of strategic planning of the social sphere development of the city of Moscow and the adjustment of personnel policy, and also in the practical activity of social protection institutions of the capital.

Purpose. To study the improvement opportunities for the actively evolving professional environment in the field of public procurement. Methods. Such methods as statistical and retrospective analysis, content analysis of scientific literature, dialectical, analytical and balance methods of scientific perception have been used in the study. Results and practical importance. Key parameters of professional environment in the field of procurement, stages and features of its development, the role of professional standards as an active component of the professionalism development in the field of procurement have been revealed, certain ways have been identified to improve the activity for the professionalism principle implementation in public procurement. Scientific novelty. The stages of evolutionary development of the legislative regulation of professional environment in public procurement have been justified, a number of actions for the further consecutive development have been proposed: cascade training of procurement specialists as a complex software product; introduction of a special method of educational services procurement with no loss to the competitive environment.

Purpose. Identification of specific features affecting the market (free) and embedded social relations on the formation and development of the explicit and latent cluster-network organizations in the regional economy. Methods. To justify the hypotheses, provided in the article, a detailed analysis of the published Russian and foreign research and literature sources has been carried out. The review of the literature on this topic allowed formulating conclusions about the significance of the embedded and market relations in the formation and development of cluster-network organizations in the regional economy. Results. The regularities of the integration effects growth in the regional economy connected with the dominance of embedded or market social relations are revealed. The degree of influence of the social embeddedness of relations between firms located in the same region on their economic growth is identified. Scientific novelty. A new form of organization “cluster-network organization” is proposed. Social relations referring to the factors of the cluster-network organizations formation are classified. An approach to identify the cluster-network organizations, including the sociological, cultural and historical research methods is provided. The degree of influence of the embedded and market social relations on the cluster-network organization formation is revealed.

Purpose. To research the stages of controlling activities introduction in the aviation corporation to ensure competitiveness of aircraft manufacturing industry products. Methods. The research is based on the system analysis method which contributes to justification of the main phases of controlling implementation. The scientific abstraction method provides for the interrelation of such concepts as “controlling” and “competitiveness”, and the method of mathematical modeling helps to create a model of this process. To visualize the findings the graphical method is used. Results. The system of controlling is one of the key factors to ensure the competitiveness of the organization, since it allows not only bringing goal-setting, planning, control and monitoring together, but also comprehensive solving of a number of important, for the organization, issues, such as: strategic business development, its stability and efficiency, the liquidity of organization and its finances, identification and mobilization of internal reserves, and many others. Scientific novelty. Grounds for stages of building the corporate governance controlling system are given through the prism of ensuring competitiveness of aircraft manufacturing industry.

Purpose. To study the methods and models for assessing the innovative potential of the company and also the works by the Russian and foreign researchers with the aim to develop and rationalize the ways of improving it. Methods. The methodology of qualitative research has been used: content analysis of the literature sources, the Internet environment, where the considered methods, models and business appraisal practices are presented and described, dissertation research on the topic of relevant interest, defended in recent years, observation and also general scientific methods, like: analysis, synthesis and induction. Results. A new model and technology are proposed to assess the innovation potential of the company based on the study of key elements of social, human and organizational capital as the basis of intellectual capital. With this model the role of intangible assets can be considered in the assessment of the business value, revealing along with financial criteria, some other important aspects. Scope of results. This model can be used for comprehensive elaboration of a business development strategy, using, for example, value-oriented approach to management, and also for the enterprise assessment in the framework of income approach. Scientific novelty. A new method to identify the key elements of social, human and organizational capital is provided, tools for the comprehensive assessment of the enterprise innovative potential are developed and improved. Introduction of the improved methods for assessing the innovation potential of the company based on intellectual capital, considering the best practice of the Russian and foreign researchers, is the next step in the formation of effective business management mechanism in the frames of the national innovation system development.

Purpose. To reveal the types and features of modern business models of companies producing high technology products, exemplified by the genetic companies, and to identify their transformation trends. Methods. The value chain of high technology products in terms of genetic research market has been decomposed; modern genetic companies in the Russian market have been analyzed Results and practical importance. Based on the 3 links in the value chain, the existing business models of genetic companies, their selection criteria and also, the fourth, perspective development model have been identified. The advantages and disadvantages of each business model taken separately are given, and the reasons for the company's management to select them are identified. Scientific novelty. Scientific novelty lies in identification of the company business models depending on the value chain configuration, as well as in defining such business model as the “Holding Company”.

Purpose. To develop new computational-graphical procedures extending the traditional methods of researching the organizational culture due to the in-depth analysis of respondents' assessments. Methods. An approach is provided to increase the informativeness of the results of the organizational culture analysis to ensure the effective management. Methods to: calculate the heterogeneity coefficient, which allows assessing the explicitness degree of the organizational culture profile; to calculate the relevance and consolidation of respondents’ assessments; to build the map of cultural factor groups; to build the map of the dynamics of change in the cultural profile of an enterprise. Results. The in-depth analysis of factors of organizational culture allows making more reasonable conclusions that could form the basis for management decisions aimed at the transformation and adaptation of culture to the new aims and conditions of the organization. Scientific novelty. Methods to analyze the essential characteristics and properties of the organizational culture, which are not fully available for the researchers, using conventional analysis tools, are substantiated.
