Purpose. To determine the causes of low efficiency of institutions and problems of the effectiveness of institutional changes. The formulation of recommendations concerning the management impact on institutions. Methods. The author carried out a study of the theoretical and methodological framework, used methods of comparative analysis, synthesis, assessed socio-economic phenomena. Results. Through the study of research papers of different scientific schools and disciplines the author described and combined in groups possible causes of institutional errors, outlined consequences of errors in the work of the institutions, suggested possible vectors of management efforts on adjusting the functioning and organization of the institutions. Scientific novelty. The author presented one of the possible algorithms of institutional changes control; emphasized the need to build organizational and logical structure of the institute as collateral success of institutional changes embodiment.

Purpose. Study of the modern styles of governance and their combinations for the formation of the most promising approaches to coordinate actors in the field of sustainable development Methods. Through a systematic and institutional analysis analyzed the ideal standard styles of governance (governance), their combinations and features of the application, basics are analyzed the interaction of actors in the quest for sustainable development of the territory. Results. Since sustainable development is a very complex and poorly structured problem to achieve the synergy, it is necessary and compulsory to return the State to regulating positions and combination of the ideal management styles, which underlie the concept of meta-governance. Scientific novelty. The author carried out by overlaying the concept of meta-governance on the problem of coordination between the actions of the actors in the field of sustainable development of the territory.

Purpose. Classification and description of the influence of factors of a social nature to the emergence of a criminal act in order to prevent and combat the Commission of the offence. Methods and methodology. Used scientific methods of research (retrospective analysis, comparative-legal, formal-logical, sociological). Results. This paper presents an analysis of the impact of social conditions on the formation and the perpetration of criminal behavior. The author generalized the theories of researchers on the relationship of personality characteristics and social phenomena with criminal acts.

Purpose. To identify a mechanism for creating the image of the head of the region as a leader of public opinion. Methods. The authors carried out a practical study within the framework of which the mechanism of creating a leader of opinion was identified. Using the method of partially formal surveys 40 experts were interviewed. Results. The study identified the mechanism of formation of public opinion leader. This mechanism is illustrated in the example of L. Volkova’s development as an opinion leader. In conclusion, the article proposed a mechanism adapted to the process of forming the image of the head of the region as a leader of public opinion and formulated recommendations. Scientific novelty. Scientific novelty and originality consists in the development of a focused image of the head of the region as a leader of public opinion.

Purpose. To analyze the situation on the Russian labor market and, on the basis of figures and facts about the complex demographic situation in the country and large-scale reduction of the working-age population, to conclude that the Russian economy cannot deal without the additional influx of migrants. The article discusses migration issues and current trends in this area. Especial acuteness of the problem is given by the fact that a large proportion of migrants comes from the countries with culture, traditions, ethnicity, and rules of conduct different for the Russian society. In addition, external migrants break away from habitual residence to move to a new place, having different motivations, objectives, and ways of their implementation. Taking into account these factors, it is necessary to establish a system of socio-economic integration and adaptation of external migrants. The program for integration and adaptation must be built, as in the interests of the Russian society and the migrants themselves. Methods. Based on a statistical analysis the author analyzed the state of the Russian labor market and its structural elements; identified the reasons for ineffectiveness of the migration policy of the European countries. Using the method of comparative analysis, taking into account the experience of the European countries, the author proposed the ways to address the issue of integration and adaptation of the international migrant stock to the Russian society, given the peculiarities of our country. Novelty. The author proposes to adjust the vector of migration strategy in Russia and offers his opinion on the management of socio-economic adaptation and integration of external migrants in Russian society. Results. Analysis of the Concept of the State migration policy of the Russian Federation for the period up to the year 2025, the Concept of demographic policy of the Russian Federation for the period up to the year 2025, the Concept of long-term socio-economic development of the Russian Federation up to the year 2020, the Federal State statistics service of the RF concluded that in the nearest future Russia wouldn’t be able to deal without migrants. Therefore, given this fact, as reality, it is necessary to build an adequate system of management of migration flows to the Russian Federation. Bearing in mind that in most time the inflow of migrants from the countries of other cultural society, other traditions and religions will increase, it is necessary to build an adequate in the current situation programme on socio-cultural adaptation and integration of migrants, but on a qualitatively new level: taking into account the interests of both the host society and migrants themselves.

Purpose. To explore the advantages and disadvantages of organization models of municipal authorities. Methods. Analysis of models of organization of the municipal authority was carried out using a comparative-legal analysis. Results. The author considered the regulatory framework and models of municipal authority in terms of the criteria for the functional purpose of local self-government bodies, their method of formation and the nature of interaction; introduced an analysis of the implementation organization models of municipal authorities, identified the strengths and weaknesses of each model.

Purpose. Consideration of the role of media and Internet as subjects of information ensuring of political stability. Methods. Socio-informationological approach allowed studying the subject-object and subject-subject relationship arising in the political sphere of society under the influence of new information and communication technologies. Communicative approach was necessary to analyze the semantic content of political information, which can be extended in order to maintain political stability. The communication approach was used to study the possibilities of technical political information transmission channels. Results. It is proved, that the media are not only politically engaged resource manipulating public opinion, but also a resource that reflects plurality of opinions existing in society. The author considered the examples of positive and negative influence of television on the development of democracy. Based on the analysis of the standby capacity of social networks the author concluded that similar to the media, it could be directed at both the stabilization and destabilization of the political system. Scientific novelty. It is proved, that Ukrainian mass media are not a full-fledged subject of information ensuring political stability yet. The author concludes on a high degree of monopolization of the media space in Ukraine. Informational media policy is aimed at the manipulation of public opinion in favor of their owners. Thus, the notion independent media is conditional, not excluding the context, both with the State and business. Therefore, resource potential of media can be mobilized both for stabilization and destabilization, and for democracy and against it.

Purpose. This article discusses the content of public-private partnership as an institution of modern economy, as well as legal and institutional instruments for achieving partnerships between the Government and business, their development in terms of modernizing transformation of the economy. Methods. On the basis of the study of modern approaches to the definition of a public-private partnership entity, its forms and principles the authors proposed their own interpretation of the need for the introduction of public-private partnership in the research sector, on the basis of which they formulated directions of perfecting the relationship between the Government and business in order to intensify their mutual cooperation in the innovation sphere. Results. The results of this research can be used by local and federal authorities in the shaping of measures taken to implement the mechanisms of public-private partnership in innovation sphere. Scientific novelty. The authors identified the main principles of the State policy in the sphere of innovations aimed at ensuring import substitution, which will increase the sustainability of the national economy, improve the investment climate, and provide support for high-tech sectors of the economy. Recommendations to stimulate innovative business activity as a condition of economic modernization were proposed.

Purpose. To analyze the effectiveness of controlling activity of regional and municipal power bodies of the system of social partnership in the enterprises of Sverdlovsk region. Methods. Based on the institutional approach the author analyzed annual reports of the Department of Labor and Employment of Sverdlovsk region for 2012-2014. Results. The author revealed that possibilities of such a phenomenon as social partnership at the enterprises of Sverdlovsk region are used to a small extent, and regulation by the Department of Labor and Employment of Sverdlovsk region for 2012-2014 is largely a formality. Scientific novelty. For the first time the author assessed the actual state of social partnership at the enterprises of Sverdlovsk region.

Purpose. Identifying the nature and criteria of segmentation of consumer markets of major cities on the basis of marketing. Methods. The authors carried out an analysis of theoretical approaches to market segmentation and existing segmentation criteria used within the marketing of commercial enterprises. According to the analysis of theoretical approaches the authors identified specific segments of consumer markets of major cities in the Urals and grouped the studied cities. Results. On the basis of this analysis the authors revealed segmentation particularities of consumer markets in major cities, offered additional segmentation criteria and specific segments of the consumer market, as well as recommendations for State power and local self-government bodies aimed at their diversification in the medium term. Scientific novelty. The authors proposed a concept Segmentation of consumer markets of major cities, determined additional criteria for market segmentation, city-specificity, identified and substantiated four main specific segments of consumer markets of major cities, and developed recommendations for consumer markets of the researched cities complex.

Subject. The role of marketing tools in enhancing the investment value of the territory. Purpose. Research is aimed at studying the marketing tools and their impact on socio-economic welfare of the territory. Methods. The study is based on research, analysis and systematization of information of theoretical sources on the subject of research and presentation of the authoring approaches. Results. This study examined contemporary approaches to marketing tools of the territories, formation of investment attractiveness of the territory. The authors proposed a copyright definition of the category museum services”; analyzed foreign and domestic experience of using marketing tools of the territories, considered the main activities to enhance the investment attractiveness of Russia, highlighted the priorities associated with the development of the Russian territories. Scientific novelty. Scientific novelty and originality consist in the study of relationship of marketing tools of the territories and enhancement of the investment attractiveness of the territories at the expense of museum services.

Purpose. The article is aimed at systematization of scientific ideas on managing and administering the State property in the region. Scientific novelty. The novelty of the article is integrated study of the processes of privatization of State property in Perm Territory in recent years and proposals for the efficiency of its use, as well as the relevance of legal regulation of forming economic and social relations, importance of methodical elaboration basics of property management in the province. Results. Systematization of data on public property in the region within the framework of privatization processes, generalizing practical experience, made it possible to clarify the purpose of state property management and provide guidance on its use.

Purpose. The aim of the study is to determine the priority directions for increasing efficiency of regional management level of incomes of the population of Yamalo-Nenets Autonomous Area in a difficult economic situation. This article provides an overview of the dynamics and structure of money income of Yamal residents. The author describes features of modern transformation of income, adjusted for inflation. Methods and methodology. In the work the author used scientific methods of knowledge (scientific abstraction, retrospective analysis, method of data mapping). Scientific novelty. Scientific novelty of the research is to identify and study regional characteristics of transformation of money incomes of population, reflecting the dynamics of wealth creation in a major oil and gas production region during the economic crisis, with the aim of development and implementation of effective programs to support the quality of life of the population in the regions of the Ural Federal District. Results. Based on the analysis of trends in nominal and real incomes of population in the autonomous region, the author has made a conclusion on the prosperous social situation and the absence of a worsening trend of inequality in income and wealth stratification of Yamalo-Nenets Autonomous Area.

Purpose. The purpose of the research is to identify the prospective directions for increasing efficiency of investment activity of economic entities of the Sverdlovsk region under the conditions of macroeconomic instability. The article provides an overview of indicators of dynamics and sectoral structure of capital-forming investment of enterprises of the Sverdlovsk region. The current specifics of changes in financing sources of investment activity of enterprises are featured. Methods and methodology. Scientific methods (scientific abstraction, retrospective analysis, method of data comparison) have been used in the course of research. Scientific novelty. The scientific novelty of the research lies in identification and studying the regional peculiarities of investment activity of economic entities of the Sverdlovsk region under economic crisis in order to develop and implement efficient programs of support and implementation of the investment potential of enterprises of the Ural Federal District. Results. On the basis of the conducted analysis of dynamics and structural changes of investment activity of enterprises in the region, the author formulated a conclusion about the transformation of modern management system of investment activities of enterprises.

Purpose. To define the specific features of the tax base organization of the individual income tax and corporate profit tax in the region of mining sector. The article provides the research results and the comparative analysis of certain characteristics of the financial system of the resource regions specializing in mineral extraction. The idea that the specific features of individual income tax (IIT) and corporate profit tax in resource regions specializing in mining arise due to the peculiar organization of work on mineral deposits is put forward as a hypothesis. Methods. To achieve the goal and solve the research problems general scientific methods have been used. As the information basis of the research the RF State Statistics and Tax Service data have been employed. By way of scientifically organized collection of information the analytical database has been formed to evaluate the specifics of public finance organization in the resource region. Through analyzing the database on GRP volume and structure in the RF regions a steady set of mineral resource regions specializing in mineral resources extraction (resource regions) is identified in the article. On the basis of statistical summary of data on GRP per capita, income and expenditure of population, individual income tax amount, corporate profit and corporate income tax, a comparative analysis in the context of resource regions has been carried out. Results. Through the method of scientific analysis of data on the state of the research object the conceptual recommendations for improving the economic management system of the resource region have been developed. The study revealed certain signs of imbalance in income and expenditure of the population, budget revenues from individual income tax and profit tax caused by mining specialization and geographical position of the regions. Scientific novelty. Based on the results of the specifics analysis of the financial system of the resource region new approaches have been proposed to improve the economic management systems in the region specializing in mineral extraction. Also, new approaches to the resource region classification have been provided. The author estimates the impact of specialization in particular minerals extraction on tax revenue of the region.

Purpose. To study the spatial potential, to develop approaches to its measurement and mechanisms for its use through the example of the Republic of Buryatia. Methods. The methodological basis of the research is the approach according to which the economic space in the region is considered to be the basis for the effective synergy of all processes affecting economic structure, which forms the socio-economic environment, influencing life and livelihood of the territorial community, and with this, the space boundaries are characterized by the intensity of ties in the region, rather than the administrative-territorial division. Results. The practical significance of the research is determined by the application-oriented character of the results and conclusions aimed at improving the competitiveness of the agricultural areas of the region. The key findings are used by the Ministry of Economy of the Republic of Buryatia in part of comprehensive evaluation of the agroindustrial complex of the Republic of Buryatia and designing programs of spatial development of agricultural enterprises. Certain authors’ methodical aspects are applied in learning process, particularly in such disciplines as Industry Economics, Regional economy, Regional Development Strategy. Scientific novelty. In the article the basic approaches to identify the spatial potential of the region are considered, the mechanism of its use is proposed and the spatial potential of agricultural sectors is analyzed using the Republic of Buryatia as an example.

Purpose. Analysis of the current issues of innovation clusters development at the regional level of administration in the Russian Federation. Methods. The possible areas of financial resources consolidation to ensure the balanced performance of cluster structures are analyzed through the comparison of indicator values of grant funds distribution among the RF subjects, based on the materials of the RF Ministry of Economic Development. Organizational and economic problems are identified hampering development and functioning of innovative clusters at regional level. Results. Recommendations to improve the performance of organizations-participants of the emerging territorial clusters have been formulated.

Purpose. On the basis of analysis of structural changes in the industry to work out recommendations for the development of efficient industrial policy in the regions of the North Caucasian Federal District. Methods. Based on the wide range of empirical data generated through the use of the official statistics materials and other information from open official sources, the structural changes in industrial production of the North Caucasian regions in recent decades have been analyzed. Results. The analysis revealed large-scale de-industrialization of economy of the North Caucasian regions in recent decades, largely due to demand contraction in sectors focusing previously on the needs of the defense complex. Priorities and mechanisms of structural changes in industrial complex of the North Caucasian regions are proposed and justified. Scientific novelty. The possibilities of structural changes in the industry of the North Caucasian regions through the use of the potential of the network forms of business organization are identified.

Purpose. To research experience of advanced countries grain producers and exporters in the field of grain subcomplex development stimulation. Methods. The main approach used is the system and structural-functional approaches enabling to identify the basic tools of the state regulation of grain production in advanced countries and perspective tools to stimulate the domestic industry development. Results. General approaches to agricultural market regulation are considered and directions for foreign experience implementation in grain production are defined. The author researched the experience of advanced countries grain producers and exporters in the field of grain subcomplex development stimulation, also through preferential taxation. Scientific novelty. Positive implications of the taxation tools implementation for the sustainable development of agriculture are revealed. The specifics of instrumental control of state support to grain production in foreign countries are substantiated.

Purpose. Identification of methods of economic thinking of a manager and implicitly detailed disclosure of the contents of the concept of economic thinking of managers. Tasks. It is necessary to specify the concept of economic thinking of a manager and proceeding from the specifics of management to identify the methods of economic thinking of managers. Methods and methodology. The author used the methodology of activity approach, as well as methods of analysis and synthesis, comparison, abstraction, generalization and specification, methods of inductive and deductive reasoning, building on this basis of the cause-effect relations as well as the transfer method from the abstract to the particular. Results. The following methods of economic thinking of a manager are identified: analysis, synthesis, abstraction, concretization, comparison, classification, generalization, limitation, categorization, induction, deduction, analogy and modeling. In the process of their implementation of objectification and disobjectification of economic activities of business entities these methods acquire the necessary socio-economic content. The provided methods in a greater degree reflect precisely the operations with concepts, judgments and conclusions, and thus, reflect the verbal-logical economic thinking of managers. Scientific novelty. The article identifies the concept of economic thinking of a manager as mental activity of management entity in the organization of economic activity of business entities of implicitly active reflection, objectification and disobjectification of the given activity in concepts, images and actions with the aim to optimize the allocation of limited resources in the relevant socio-economic management system. This concept acquires its detailed specification due to methods, which are the necessary socio-economic content and taken together holistically disclose the content of the concept of economic thinking of a manager.

Purpose. Research of staff competences in the processes of increasing productivity and competitiveness of industrial enterprises, particularly in coal mining industry. Results. The possibilities are considered to demonstrate professional management competencies in complex conditions of technical-technological re-equipment of an enterprise. Scientific novelty. A scheme for networks application in coal mining companies under the conditions of technical-technological upgrade is also provided.

Purpose. To identify marketing methods used in the practice of the Russian competitive battle. Methods. The domestic and foreign experience in corporate competitiveness management is analyzed and the approach to ensuring competitiveness of forestry sector enterprises based on assessment of marketing tools as competitiveness element is theoretically substantiated. Results. Basic trends of competitiveness management mechanism development are revealed, competitiveness control system is developed, which allows giving and considering the assessment of marketing means. Also, the article provides the author's view on managing competitiveness of forestry enterprises from the standpoint of marketing approach, which is based on developing long-term, mutually beneficial relationships with key partners. Scientific novelty. The research substantiates the competitiveness management system of forestry sector enterprises through the effective marketing activities and the use of its potential, as well as through rational use of forest raw material resources.

Purpose. To study the impact of CSR activities in the internal and external environment of organizations on the state of corporate labor resources and socio-economic performance. Methods. A social questionnaire survey is conducted and methods of economic analysis are used, namely: grouping, comparison, survey, etc. Results. Proceeding from the analysis of globally existing CSR models the authors provide their own assessment of the Russian CSR model specifics which are justified by our country’s heritage since the times of the administrative-command system of management and spontaneously-evolving market practice in the 1990-s. Having analyzed the sociological survey the authors draw the conclusion of the priority directions of CSR programs towards internal issues and corporate interests and also the interrelations of economic and social functions of an enterprise to achieve the efficient work of the personnel in terms of content, conditions and results. Scientific novelty. The scientific novelty lies in researching the impact of CSR programs in the internal and external environment of the organization on significance and efficiency of the implemented programs for the specific groups of stakeholders.

Purpose. To study corporate social responsibility of the Russian and foreign oil and gas companies on the territory of the Arctic zone of the Russian Federation (exemplified by YaNAO). Methods. Corporate social responsibility of domestic and foreign oil and gas companies including companies’ official websites monitoring is analyzed. The quality of corporate social responsibility and the scale of impact on social sphere of the region were assessed in 14 major directions. The analysis was based exclusively on public information provided on the official websites of the companies. Results. Gaps in 14 directions were identified in corporate social responsibility of the Russian and foreign oil and gas companies in YaNAO. Scientific novelty. The scientific novelty lies in conducting the analysis, which allowed providing information about the level of corporate social responsibility of companies in oil and gas sector, about the scale of impact of their activities on social environment of the region. The analysis will become the impulse for the cooperation development with local communities and will ensure openness in discussing future programs, and ultimately, will encourage companies to improve their social policies.

Purpose. To summarize the experience of the territorial sectoral branch of the executive body of the Sverdlovsk region Social Administration of Oktyabrskyi district in Ekaterinburg on workplace organization and to reveal the specifics of work space quality management in public bodies. Methodology and methods. The research was based on content analysis of regulatory legal acts of the Russian Federation and the Russian Federation constituent entities, national and international standards, literature references containing research results in the field of management and workplace organization. Results and scientific novelty. A comparative analysis of the work space category is carried out; advantages and disadvantages of the work space organization system are identified; the specifics of the work space in public authorities are analyzed; measures to modernize the work space using IDEF0 notation in BPWIN environment are developed.

Purpose. To study the perceptions of employers owners and managers of small and medium-sized enterprises on labor orientations of modern students. Methods. Experimental methods, documents analysis were used for collecting primary information and the analysis is based on both primary and secondary data. Results. The research, on the one hand, allowed for generalizing the perceptions of the views of representatives of small and medium-sized businesses on the orientations of students towards work, on the other hand, for formulating recommendations on the ways of interaction of universities, businesses and government to encourage the development of competencies necessary for young people for their orientation to work in small and medium-sized businesses. The research revealed that in spite of the attractiveness of the entrepreneur’s image, based on vertical mobility, self-sufficiency, material well-being and many other features the formation and development of small and medium entrepreneurship as a potential employer becomes unattractive for to-be young employees. University students do not consider private business as a guaranteed job. Scientific novelty. The employers’ perceptions of the university graduates’ orientation to work in small and medium enterprises are disclosed. The specifics of the impact of employers’ requirements factors and students’ expectations are revealed. The need for finding ways of interaction between universities and businesses is justified.
