ntroduction. This article deals with the issues of ethno-confessional interaction between migrants and local citizens when clashes of traditions and confessional attitudes become a source of conflict and threaten the preservation of ethno-confessional peace in Russia.

Materials and methods. Empirical methods of collecting and analyzing factual data and a socio-typological approach were used. Numerous examples were considered using the case analysis method. To analyze various types of conflict interaction between migrants and locals, case method was used.

Results. Due to the diverse inter-ethnic and inter-confessional relations the following types of conflict interaction between migrants and the local population in the Russian territory can be identified: interethnic, inter- and intra-confessional. Interethnic conflicts between migrants and the local population are particularly acute among teenagers. Examples of each type of conflicts from different regions of the country are given. Discussion. Over centuries, the RF nations got used to peaceful coexistence based on respect for the national and religious customs of their neighbours. At the same time, it is necessary to note obvious contradictions between the Orthodox autochthonous population and migrants of various confessions. In this case, the conflict is getting the features of an interreligious clash. This is also facilitated by members of ethnic diasporas, who are turning into a separate influential structure. Ethno-confessional conflicts are particularly acute when they are not only between representatives of different faiths but also of the same denomination when migrants and locals with different interpretations of religious doctrine and different national traditions clash in the same territory.

Conclusion. State and municipal government bodies are required to take serious preventive measures to ensure conflict-free coexistence of the peoples of Russia. To resolve the existing social conflict between migrants and the local population, it is necessary to set up a special government authority to deal with the problem comprehensively.

Since 2016, Russia has been implementing labor market reform. Quite strict and reasonable requirements are formulated for employees in all areas of economic activity. Changes in labor legislation are based on the unity of requirements for specialists, based on the introduction of professional standards. In the sphere of state functions and services, there are strict regulations, but there are no requirements for the level of professional training and qualification of those who implement them. A way out of this situation may be the transfer of Federal regulations regarding the application of professional standards in relation to public executives. The article substantiates the need to develop and apply requirements for the level of professionalism and performance of public executives, enshrined in the relevant standard. Such a complex process as the development of a professional standard can be considered through various methodological bases that could be used as the grounds for their development: functional, project and competence approaches. The authors tend to prefer the use of a competence-based approach, which is the foundation for the development of other professional standards in the Russian Federation. As a result of the study, the authors concluded that the development of a professional standard for public executives is an important step that increases the effectiveness of not only training programs for professionals, but also the labor potential of public executives.

Purpose. The article is devoted to the analysis of the results of an empirical study of the problems of education and upbringing in modern Russian schools. Currently, there is a certain disproportion between the tasks and goals stated in the regulatory documents and the results of their implementation. It is necessary to identify the magnitude of this disparity and show the main directions in the implementation of which it is necessary to take urgent measures. The methodological basis of the study was the activity and normative-value approaches outlined in a number of publications of the methodological plan on the problems of education and upbringing. The main features of the general crisis of education are highlighted and the conclusion about its systemic crisis is made. To obtain specific data, a research group of employees of UrFU and UIU RANEPA conducted an online survey of first-year students from four universities in Ekaterinburg (Ural Federal University, Ural Institute of Management RANEPA, Ural State University of Economics, Russian State Vocational and Pedagogical University). The study involved 1085 people University students who graduated from school in 2018. The questionnaire was devoted to general problems of education, attitude to lecturers, as well as issues of career guidance, introduction of modern information technologies, etc. The results of the study revealed quite critical positions of school graduates on many of the issues studied. There is almost complete unanimity on the need to change the content of education, and the main factors that prevent improving the quality of education are named. This is, first of all, the lack of interest in the study of the students themselves and the lack of effective organization of the educational process. The lowest grades were given to the organization of the school education system. At the same time, the efforts made in the field of legal education received more positive evaluations, and the school leavers approved the forms of aesthetic education least of all. The choice of values made by school graduates in favor of value orientations that have an instrumental character is very indicative. The study on empirical data confirmed the existence of a crisis in the education system and showed the need and timeliness of management decisions to overcome it. In general, the study allowed us to specify the problems in the modern school.
