Purpose. The purpose of the proposed research is to develop ideas about the intra-agglomerative differentiation, as well as in the elaboration of practical recommendations on the evaluation of differentiation in the level of socio-economic development (SER) of agglomeration settlements. Methods. As the evaluation methods of differentiation in the level SER of agglomeration settlements the authors propose to use the methods of statistical and mathematical analysis, designed to study socio-economic differentiation between territorial socio-economic systems. Results. It was revealed that study various aspects of the differentiation in the level of SER territories (including agglomerations of settlements) in modern conditions is a highly topical scientific direction and acts as a subject of sustained interest of the Russian researchers. It was determined that differentiation of settlements on the level SER is an inconsistent dynamics and heterogeneity of average per capita values, socio-economic indicators of the agglomeration settlements resulting from the combination of factors of different nature, namely economic, social, infrastructure, historical and cultural, administrative and political, geographical, climatic, institutional. It is concluded that despite the current trend of smoothness between the settlements of Tomsk agglomeration of ruptures in the dynamics of the indicators (introduced residential areas, retail trade turnover and capital investment), upon the absolute values of these parameters, calculated per capita, in 2015, there is a growth of scale of intra-agglomeration differentiation. However, it should be noted that various indicators SER can show different trends, therefore, when in-depth analysis it is advisable to use carefully selected scorecard. Scientific novelty. Scientific-theoretical novelty of the study is in systematization and development of theoretical provisions of the research of intra-agglomeration differentiation. Scientific novelty of the investigation consists in the evaluation of differentiation in the level of SER settlements of Tomsk metropolitan area.
