Удовлетворенность населения Республики Коми оказанием муниципальных услуг: опыт эмпирического исследования

Abstract

Purpose. Goals of the study are to analyze the data of sociological research, permitting to assess the effectiveness of the functioning of local self-government system of the Republic of Komi, to identify public opinion regarding the effectiveness of the activities of local self-government bodies of the Republic of Komi in connection with implementation of their powers in local issues. Methodology and methods. Research methodology is based on the principles of sociological data assessment and interpretation. According to the results of the research, the most productive methods are self-reflection researcher, cognitive approach in sociology, management, analysis and synthesis. Among the special methods of sociological science there is an analysis of documents, survey, and analysis of statistical data. Results. The author analyzed basic approaches to formation of the consolidated assessments of effectiveness of the activities of local self-government bodies in the Republic of Komi, made conclusions on contemporary practice evaluation of population activities of local self-government bodies, on the most important directions of development of the municipalities in the region, about problems and prospects and gave recommendations on main directions of improving the efficiency and effectiveness of local government. Scope of the results. The results of the study can be used in the work of local self-government and executive power bodies in the Republic of Komi, providing public and municipal services, to identify priorities for actions, as well as in the activities of government bodies and local authorities involved in the process of monitoring the quality of public and municipal services to the public. Scientific novelty and practical importance. The author revealed methodical approaches concerning the assessment of the impact of the local self-government activities, identified the most problematic areas of the local self-government bodies, the necessity of further design of forms and methods of social monitoring of local self-government's impact and effectiveness, disclosed the results of monitoring of municipal management and independent sociological research of quality and accessibility of public and municipal services; proposed measures for monitoring quality and availability of municipal services, improving the efficiency and effectiveness of local self-government in the Republic of Komi.
