Abstract
Introduction. Legally protected values (life, health, property)security provision is a priority of Russian state policy. The well-being of both individual citizens and society as a whole depends on the solution of this problem. The state supervisory authorities achieve its solution by minimizing the risks of causing and causing harm (damage) to legally protected values by strengthening the security of their potential sources. Russian citizens are the ultimate beneficiaries of solving this problem, and their assessment of the achieved level of security of legally protected values from state-controlled risks of causing them harm can be considered a key indicator of the effectiveness of supervisory bodies.
Materials and methods. The article is based on the results of sociological monitoring conducted by the Center for Technology Governance of the Institute of Applied Economic Research of the Russian Presidential Academy of National Economy and Public Administration in the period 2018–2025.
Results and conclusions. The results of sociological monitoring show a tendency towards an increase in the proportion of citizens who assess the achieved level of protection of legally protected values (their average level of protection) from state-controlled risks of harm to them (from 30% in 2018 to 48,6% in 2025). The personal qualities of citizens, their lack of sufficient legal and financial literacy, awareness, and shortcomings in the activities of regulatory authorities are the most common obstacles to improving citizens' security. Younger, wealthier, and socially active citizens with good health assess their security more positively. Reliance on one's own efforts is the key circumstance on which, according to respondents, their security depends.
Discussion. The tasks of minimizing the risks of unauthorized distribution and use of personal data, as well as the deterioration of the environmental situation, from which the protection of legally protected values has traditionally been assessed by citizens as the lowest, require special and consistent attention from the state.
