Scientific novelty. The multisubject model of organization of infrastructure support for SO of NPOs in the Russian Federation, distinguished by inherent characteristics of duplication of functions and absence, unlike foreign practices, an independent body coordinating the activities of NGOs in the Russian Federation, reduces the potential for managing and making strategic decisions on the development of NGOs in government. It is proved that the formation of infrastructural support for SO of NPOs in the Russian Federation is characterized by fragmentation and the lack of a single logical concept and consistency of the organization in public administration both at the federal level and in the practices of individual subjects of the Russian Federation, for leveling which it is advisable to direct the state policy in the non-profit sector.
