Purpose. Sociological analysis of the problems and prospects of a regional administrative reserve institualization in the context of the establishment of regional innovative management systems. Methodology and methods. In the present article system approach along with the method of analysis and integrated synthesis were applied as preferred research methods. Scientific novelty and practical significance. Analysis of current problems and prospects of regional administrative reserve institutionalization in the Russian Federation was carried out in this article. The novelty is based on the administrative reserve examination as a multicomponent social technology of process administration of public servant training for Russian region governments. This approach let to define the most important directions for the further effective development of regional reserves institualization through the problem aspects.
