Problem definition. The growth of competition in the global world makes it necessary to ensure the sustainable development of Russia. The corresponding national idea is a system-forming element of the official ideology of Russia. The current official ideology does not meet the requirements of sustainable development and corresponds to the civilizational culture of the Russian people, which updates the need to develop a new official ideology of the country.Purpose: to substantiate the methodology for the structural responsibility development of the official ideology model in Russia.Methodological base. The paper substantiates the methodology for the structural responsibility development of the official ideology model in Russia, which includes arguments for the advisability of synergy of its main elements: the idea of sustainable development of the country, relevant goals, universal ideals, standards and changing values, public consciousness and beliefs.Method of research. To substantiate the structural responsibility of the model of the official ideology of Russia, methods of analysis, synthesis, induction and deduction, and the method of system identification of the studied objects were used.Results. A model of the official ideology of Russia is formed. It is based on the interaction of ideals, standards and changing values. The analysis of the existing types of ideologies is carried out, as a result of which the conclusion is made about the expediency of choosing the ideology of social determinism as the ideological and content basis of the official ideology of Russia. The structural responsibility is substantiated and the model of the official ideology of Russia is formed. It includes a strategic element - the idea of sustainability, a driving force - objectives, basic principles - ideals, a functional center - standards, a methodical basis - changing values, a regulator - the public consciousness and adjustable parameters - the persuasion, the synergy of which contributes to the development of an adequate social philosophy and mentality.Practical significance. The proposed model of the official ideology of the country can be used in the theory and practice of managing the development of Russia, as well as in the legislative process.Scientific novelty: it consists in substantiating a theoretical and methodological approach to the formation of a model of the official ideology of Russia in modern conditions of global instability.Conclusions. The use of official ideology in the proposed form contributes to the development of an adequate public outlook and mentality, supports the motivation of public sentiment towards the successful implementation of the sustainable development goals, and the state becomes an effective leader and initiator of social transformations in the country.

Objective. Substantiation of model of sustainable system as the aggregate of managing social activities, public reproduction and developing social forces, interrelation and interdependence of which is created by means of implementation of public needs. Меthodology and methods. The work substantiates new methodology of creating sustainable social system including the argumentation of its structural elements – political, organizational and economic systems interaction of which underlies management of social activities, social reproduction and development of social forces and creates required preconditions for attaining two-pronged result, namely: development of social relations and maximum of the entire satisfaction of social needs. Results. New methodology of forming the model of life arrangement of society presupposes interacting political, organizational and economic systems is suggested. This methodology have enabled the author to ground the structural organization of model of sustainable social system which involves management of social activities, social reproduction and development of social forces, whit a view to develop and meet social needs. Process of forming social relations and maximum of meeting social needs is represented by the closed system cycle. The motivating force of all processes inside the cycle are social needs the effect of which manifests itself in results of managing social activities. Practical significance. The suggested method of creating sustainable social system can be used in the theory and practice of public administration, as well as in the process of making laws. Scientific novelty. Consists in substantiating theoretical and methodological approach to creating the scientific concept of sustainable social system under contemporary conditions of the society progress. Conclusions. Research of the essence of fundamental conceptual approaches to interesting social system has enabled the author to ground methodology of sustainable social system and form on its base the proper model which functions interacting management of social reproduction and development of social forces which leads to influencing the level of developing social forces and meeting social needs.

Subject. The interrelationship and interdependence between public management and efficiency of social self-organization and self-realization. Purpose. Justification of a mechanism of public management under the conditions of sustainable development of our society. Methodology and methods. The author investigated the main conceptual approaches to the state entities with the aim of identifying the strengths and weaknesses of each, the synthesis of knowledge received on this basis and justification of the ways of state management optimization in the context of sustainable development of society. The method of system identification of the investigated objects that allows you to justify the system model of public management was used. Results. The result of the study is to structure perceptions about the State entity, these submissions with respect to the effectiveness of public management and the formation of the appropriate system model on this basis. The proposed method of improving public management activities can be used in the theory and practice of public administration, as well as in the legislative process. Study of the essence of the basic conceptual approaches to the state entity allowed to justify the methodology of public management and form an appropriate system model based on it, which operate through the interaction between institutional, regulatory and management culture that allows you to have a significant impact on the level of social self-organization and self-realization. Scientific novelty. The author made an effort to justify theoretical and methodological approach to the development of a scientific concept of public management in the context of sustainable development of society.

Justification of the mechanism of social ideology influence on the effectiveness of social development management Methodology and methods. The author studied the essence of modern ideologies to justify the importance of social ideology to manage social development. Author used the method of factor identification of objects, allowing to prove the interrelation between the ideology of social determinism of social development management efficiency and to generate an appropriate mechanism. Results and application. Study basic essence of modern ideologies prevailing in the twentieth century allowed to form a conceptual model of the ideology of social determinism, serving a total moral and ethical ideologies of conservatism and economic dynamism and have a significant impact on the effectiveness of social development management. The mechanism of this influence includes certain ideals, norms and values, the observance of which allows to have a positive impact on the effectiveness of social development management. Study basic essence of modern ideologies prevailing in the twentieth century allowed to form a conceptual model of the ideology of social determinism, serving a total moral and ethical ideologies of conservatism and economic dynamism and have a significant impact on the effectiveness of social development management. The mechanism of this influence includes certain ideals, norms and values, the observance of which allows to have a positive impact on the effectiveness of social development management. The result of the study is the structuring the concepts of interconnection and interdependence of the ideology of social determinism and management of social development, the evaluation of these representations with respect to the effectiveness of state management of this process. Author's method of improving the social development management of the Russian Federation can be used to develop appropriate models and in the legislative process. Scientific novelty. Scientific novelty consists of the substantiation of the theoretical and methodological approach to the formation of the scientific concept of the mechanism of the effect of social ideology on the effectiveness of social development management, the formation of a conceptual system model ideology of social determinism.
