Purpose. The aim of this work is to show the process of a consistent approach to the implementation of a new knowledge management model in any organization through building systems: rational organization of the production system and strategic planning (management). Also, the author's view on the strategic planning (management) model and its best form knowledge management model is revealed. Methods. General scientific methods mainly with modern foreign literature on a wide range of Economics issues, strategic management, synergy and chaos theory, psychology and fractal theory have been used for the conclusions and results. Results. The suggested results could be the enhanced understanding of: the conditions for the successful implementation of knowledge management model, the contents and development of strategic management model, the need to change approach to knowledge management model from the informational to the organizational-administrative (humanist) one. The methodology can be applied to almost all organizations including public administration system and business organizations.
