Purpose. To develop the specific features of the KhMAO-Ugra civil service development based on the analysis of the KhMAO-Ugra civil service reform programs. Methods. The problem-chronological method is employed in the research. Results. In the course of reorganization, official regulations have been developed, a candidate pool has been formed, etc. On the whole, the region was lagging behind many Russian regions in terms of civil service reform. Scientific novelty. It is the first time the transformations dynamics has been considered in the course of post-reform civil service changes of a RF subject, exemplified by KhMAO-Ugra. The research identifies the specific features of the KhMAO reform as compared to other subjects of the Urals Federal District.

Plans of reforms were specific, clear and specific (as opposed to federal programs). In 2010, the reform seemed to be over and now was called «development». Scientific novelty. The author first discusses the dynamics of changes in the course of reforming the civil service of the subject of the Russian Federation, on the example of KhMAO-Yugra. The article highlighted features of the reform in KhMAO in comparison with other subjects of the Urals Federal District.
