Introduction. The value attitudes of state power and officials are crucially important both in the forma- tion of state policy and its legitimation. The purpose of the article is to analyze the value orientations of the presidential power in Russia in the form they are provided in public statements of the RF President.

Materials and methods. The research refers to the corpus of speeches of the President of the Russian Federation in the period from 2000 to 2020, published on the official presidential website. On this basis, a vector distributive-semantic model is formed, allowing for a comprehensive analysis of various aspects of the presidential public discourse, including its value structure. For this, a basic value thesaurus is devel- oped, covering four value groups: "folk", ideological, Christian and consumerist. Each thesaurus is expanded through the closest associates revealed by publicly available vector models of the Russian-language corpora. Subsequent clustering enables forming a value representations structure based on the collocations frequen- cy of associates of the first, second, and third orders. The application of the same procedures to a publicly available vector model based on the National Corpus of the Russian Language makes it possible to compare the specifics of the presidential discourse with the general Russian value-semantic area.

Results. Through the analysis 13 value-semantic clusters, structuring the presidential discourse, were identified, which form a conservative militarized and religiously oriented core, focused mainly on the anti- values of misfortunes and threats, and isolated clusters associated with progressive and modernization values, as well as values of cooperation - largely referring to foreign partners.

Discussion. The comparison of the valuesemantic structure of the presidential discourse with the model data, based on the National Corpus of the Russian Language, made it possible to draw conclusions about the significant similar, and even common features, of a part of the value-semantic clusters (traditionalism, Christian religious commitment, focus on misfortunes and threats), as well as noticeable differences, primarily in relation to emotional content of values, content depth and value dichotomies of cleverness / stupidity and truth / lies

The paper is bearin on revealing and systematization of current ideas about development policy forming both research agenda and the agenda of public authorities and international organizations involved in development. To fulfill this task, quantitative and qualitative analysis of modern English-language scientific and institutional publications on development policy is carried out. The most significant journal articles, monographs and documents of international organizations related to development policy analysis and published in English in 2010-2018 were used as empirical data. The sample includes 68 journal publications (highest citation in the Web of Science), 83 monographs (mixed selection criteria) and 31 official documents of international organizations (UN, OECD and World Bank synthesis documents). The tf-idf method identifies the key concepts that characterize different development policies and the themes that are relevant to them, then grouping them into thematic clusters corresponding to the type of publication and the regularity of joint references. The qualitative analysis of the texts based on the key concepts identified the main models of development policies most frequently considered in the analyzed texts: the development state model, the development assistance model, the neoliberal model, the de-growth model, the circular economy model and the sustainability transition model. Based on the comparative frequency of mentioning various concepts and key characteristics of the most popular models, conclusions were drawn on the structure and dynamics of the agenda of contemporary research and policy analysis documents related to development policy.

The purpose of the article is to problematize the role of social technologies in technological development from the point of view of its conceptualization by state authorities and to identify the main factors hindering the formation of an integrated understanding of technological development in the modern information space.. Methods. The study is based on a statistical analysis of the use of words by the means of the National Corps of the Russian language and on the interpretation of the provisions of legal acts and research data presented in the scientific literature. Results. As a result of the study, a comparative typology of technological knowledge was proposed, possible directions for the conceptualization of social technologies as part of a single technological universe were formulated, features of social technologies were identified that affect their perception by the mass consciousness and the state as part of its management activities. Scientific novelty. The novelty of the research lies in identifying imbalances in the perception of different types of technologies and in their description, as well as in the development of proposals for the formation of a common understanding of technologies within the framework of public administration.

The article is bearing on the presentation of a model of development mechanisms as a target for public management and its operationalization with subsequent testing on a sample of government documents aimed at regulating socio-economic, information and innovative development. The model is developed on the basis of a comparative interdisciplinary analysis of studies concerning the structure and mechanisms of development. Approbation of the model is based on a random pilot sample of the strategic documents adopted in 2015-2017. The article presents the model of development mechanisms itself, its algorithmized version, designed for experts involved in the formation and evaluation of development documents, as well as key problems of existing documents and recommendations for their improvement, based on the analyzed sample. The mechanism of development is described as a sequence of changes, including the interaction of information, providing and structuring processes based on motivated activity of agents, ensuring self-sustainability of the process and leading to irreversible qualitative change in the developing system. The following problems of the current state development management documents are characterized: ignoring the resistance to development, lack of mechanisms for self-development (self-maintenance of the process), lack of mechanisms for processing or recycling development waste, lack of incentives for state development actors, ignoring the duration and sequence of the natural stages of development (given properties of the object and the self-determinism of development). The originality of the research is based on the newness of the author's model and the identification of problems of development management that are not taken into account in the modern literature on public administration and public management.
