Introduction. The article examines the results of the development study of the international educational migration in the context of the internationalization of higher education in Russia using the example of Ural Federal University named after the first President of Russia B. N. Yeltsin (UrFU). The relevance of the research problems is due to the growing scale of international educational migration and its significance for the socio-economic and cultural development of the countries involved in this process.

Materials and methods. The research was based on regulatory documents governing the internationalization of higher education in the Russian Federation, statistical data from the Ministry of Science and Higher Education of the Russian Federation, as well as the internal UrFU documents related to its international educational activities. This research also included information and the results of a sociological survey with participation of respondents from both Russian and international UrFU students studying abroad.

The study used a qualitative analysis of regulatory documents, information on the university website and social media posts, a comparative analysis, and students’ survey.

Results. The results obtained demonstrate that Russia has accumulated significant experience in the internationalization of higher education, which it uses as a form of «soft power» to advance its interests internationally. The characteristics of contemporary international educational migration, in which Russia actively participates, are described. Based on the data obtained during a sociological survey conducted by the authors, the motives of students participating in international educational migration, the challenges they face, and their plans for the future have been identified. The study's novelty lies in its substantiation of future developments in international educational migration based on the accumulated historical experience and the use of unique empirical data characterizing the process of internationalization of higher education at the Russian university that takes an active position in the development of this area of educational activity.

Discussion. The promising areas of migration education policy have been proposed. Their implementation at the Russian government and individual university levels could contribute to the implementation of plans for the development of higher education internationalization and improve the effectiveness of this process. A promising direction for research into student educational migration could be the segmentation of international educational flows by the countries of origin and a detailed analysis of their motivation and adaptation to the educational conditions in host countries.

Introduction. The settlement system is represented by settlements, each of which has certain socio-dеmographic characteristics. The change in these characteristics determines the dynamics and prospects for the entire settlement system development.

Materials and methods. The settlement system, exemplified by the Republic of Chuvashia, was analyz- ed. A database, characterizing socio-demographic state of Chuvashia settlements was formed. The study revealed that the settlement system of the Republic is a two-level one and is represented by the Cheboksary agglomeration and a network of settlements that are not part of it. A methodical approach to analyzing fac- tors of the “framework of settlement pattern” development is proposed. It consists of an assessment of de- mographic processes at the level of regional settlements with their classification according to the rate of population growth or decline, as well as availability and quality of social infrastructure facilities, defining the level and quality of life in the given settlements, which together makes it possible to determine the pros- pects for their development. These socio-demographic factors were analyzed for the period of 2010‒2020.

Results. “The demographic dynamics analysis” of the settlements of Chuvashia showed that in 76% of all settlements of the Republic the population is decreasing. A pattern is traced: an increase in the popula- tion in relatively large settlements and a decrease in smaller ones. The most positive dynamics is concentrated in the Cheboksary agglomeration and its periphery. The transformation of the settlement system can be described as “social aggregation of the population”, which occurs as a result of an objectively higher quality of life and a strong economy in larger settlements. The analysis is illustrated with a cartogram.

The proposed methodological approach involves the analysis of the population provision with social in- frastructure in eight groups of indicators, determining its availability, quality state and spatial distribution in settlements. Each section is illustrated with a diagram. According to the population size and the atomized nature of the settlement system, the infrastructure provision of Chuvashia is assessed as high and in some cases, excessive.

Discussion. The socio-demographic factors can be used to analyze the settlement system and to develop a “framework of settlement pattern”. The method of the “framework of settlement pattern” analysis presented in the article, based on the example of the Republic of Chuvashia, can serve as a tool for making in- formed management decisions about the priorities development to finance and modernize the nodal points. This approach will allow for a situation of “managed compression” and provide the vast majority of the regional population with high-quality social services.

Purpose. To study issues of implementation of strategic management in health care organizations in an updating period. Methods. The research is based on the theory of systems, theory of organizational development, methods: analytical, comparative, balance, normative, economic-mathematical. Results. The authors found out that combination of strategies allows to increase efficiency of activity of health care organizations and the branch in general at the expense of complex problem solving: planning of volumes of care delivery on the basis of modern branch norms and regulations, substantiated cost regulations, methods of economic-mathematical modeling; determination of necessary proportions in the production process and resource provision of medical services; development and implementation of resource saving models. Results of the conducted research are used in programs of inter-regional and inter-governmental fundamental research UrO RAN “Factors and acceleration mechanisms of social-economic development of the Russian regions development”, project 12-С-7-1007. Scientific novelty. The authors substantiated the methodological approach to improvement of a planning system, managerial process, based on strategies combinations: growth and maintaining of stable development; innovative strategic marketing; resource saving which allows modeling behavior of a health care organization in conditions of updating increasing the efficiency of functioning. Within the framework of this approach the authors proposed stages and methods of planning volumes and funding secured free medical treatment for population of the territory taking into account demands of its use. It allows forecasting optimal resource provision of health care on a regional level in conditions of updating. The developed methodological approach is used in the Ural state medical university in studying process on management, organization and health economics, at improvement courses for health care executives, medical organizations in change management implementation. Using the results of the conducted research there are 3 certificates for an intellectual product.
