COMPETENCE APPROACH IN HIGHER EDUCATION: PROBLEMS AND SOLUTIONS

Abstract

Purpose. Develop a concept for overcoming theoretical uncertainties in the implementation of a competence-based approach, identifying the scientific and methodological basis for improving the effectiveness of professional training of state and municipal managers. Methods. To achieve the goal, a system-activity scientific and methodological approach, methods of theoretical analysis and design of information processes were used. Results. The article identifies theoretical, methodological and didactic problems that reduce the educational efficiency of the implementation of the competence approach in higher education. Definitions of key concepts of the approach under consideration are proposed. On the basis of the system-activity methodology, a model of professional competence of a state and municipal manager was designed as a scientific and methodological basis for goal-setting in the educational process. As a theoretical novelty, the article presents definitions of the concepts of imperative and optional professional competence, and also clarifies the concept of “professional competence” previously presented in the author’s previous works. The scientific and methodological novelty includes the method of determining the professional goals of educational activities, the systematization of dispositive professional competencies based on the model of professional competence of specialists.
