SELF-GOVERNING ACTIVITY OF URBAN COMMUNITY IN THE INTERNET

Abstract

Purpose. Studying the self-management activity of the city community of Ekaterinburg in the information and communication network Internet. Methods. Methods of research: a questionnaire survey of the population of the city of Yekaterinburg (May 2016); selective method (sample quota, sample size 400 people); analysis of statistical data; analysis of official documents of local self-government bodies of the city of Yekaterinburg; analysis of information resources on the Internet. Results. The article presents the results of a sociological survey conducted by the authors in May 2016 in Yekaterinburg. Analyzed official documents and information resources in the Internet space, through which the self-governing activity of the city community is realized. On the basis of the received data it is established that the Internet space is practically not used by the city community of Yekaterinburg for self-management activity. This is primarily due to insufficient information support of local self-government, low level of awareness of city residents about existing forms of self-management activity and lack of mechanisms to participate in solving issues of territorial importance in electronic form. Proposals have been developed to raise the awareness of the city's population about the forms of participation in local self-government. The results of the research can be used by local governments when posting information on the Internet, and for improving their Internet resources. Scientific novelty. Based on the research carried out by the authors, new empirical data have been obtained that characterize the self-governing activity of the city community of Yekaterinburg in the Internet space, the reasons for the low level of self-management activity of the city's population have been identified, and factors that have influenced the level of awareness of the city's population about the forms of self-management activity.
