Abstract

Purpose. On the basis of the national security problems analysis to justify the relationship of their solution with public policy issues of regional development. In addition, the purpose of the article is to provide proposals for improving public management of regional development as a factor of national security based on the comparative analysis of such models in the RF and the US. Methods.The following methods are used in the research: system analysis, scientific methods; historical and logical methods, comparative method to determine the general and the particular in regional development; statistical analysis method; methods of forecasting, synthesis, generalization. Results. Due to the specific nature of research object the authors state: on the whole, the regional development policy in the US and in Russia has common features, it aims at developing the socio-economic status of the regions. in the field of regional development the American management model is more efficient and flexible, the need for law-making occurs in case of socio-economic problems and needs, and, as a rule, is generally well integrated into the existing management model. Russia emphasises the use of power in the executive authorities. It is quite difficult to rationalize executive bodies. The RF management system is focused on the»trial and error» pattern. the problems of security management improvement can only be solved with the involvement of civil society institutions, which implies revision of the absolute public influence in the field of security. civil society emerges as a feedback institution in the cooperation with the state in order to optimize social processes. To ensure regional development in the field of national security the technologies influencing the public power structures should be provided that would, first of all, resolve social problems. Scientific novelty. The comparative analysis of models of regional development management enables to identify the general and the particular in the models and to focus on the problems of improving the public administration of regional development as a factor of national security.
