INNOVATIVE POTENTIAL OF A REGION: CURRENT STATE, PROBLEMS, DEVELOPMENT GOALS

Abstract

Purpose. The research tends to define problems of innovation development of a region, a state on the whole, and feasible ways of their solution. Methods and Methodology. Comparative analysis of the current situation of the innovation potential supported by the official statistics data is applied. Factors influencing the innovation development are studied. Systematic and institutional approaches in defining the notion of the concept region and its innovation development are used. Results. The analysis helped to define problems of innovation development of a region to solve which it is necessary to apply a set of management measures aiming to activate the institutional potential of a state and main subjects of the innovation process. Scientific novelty. A region is considered not only as a complex social system, but as a self-contained system. The research proves that it is necessary to shift management accents to form value-motivated basis including all active subjects into the processes of innovation development under principles of reciprocal responsibility.
