The analysis revealed the key risks of the implementation of this national project, including lack of funds in the budgets of the Russian Federation subjects for the implementation of the project; insufficient provision of special equipment and mechanical equipment for the large amount of high quality activity for civil engineering companies; the risk of low quality of road construction; placement of means of photo-video recording of traffic violations in places where they will bring more money to the budget in the form of fines, and not in really emergency-dangerous places, etc. The example of the Vologda region shows that with the beginning of the national project implementation in 2019 in this area the amount of budget expenditures will significantly increase (1.6 times in 2019 compared to 2018) for the development of the general importance highways. As a result, the amount of maintenance functions of the roads in the region will rise drastically (16 times: from 14.6 km in 2018 up to 238 km in 2019) and artificial structures as well.
