Methods: system analysis, general scientific methods. Results: Based on analysis of management technologies regarding the formation of the mission and the image of organizations, results were obtained that would allow the proposed model and mechanisms for adapting these technologies to external state and municipal financial control bodies. Corresponding substantiations of each element are presented. Also, a model of the external financial control body's image is structurally composed of a complex of elements reflecting: the image of the external control body as an organization (external image); internal image of the external control body, as well as the image of the results (products) of the activity of the external control body. A set of actions is proposed to create an image for each element of the model. The article may be of interest to managers and specialists of external state and municipal financial control bodies.
