Purpose. To identify, classify and evaluate the efficiency of e-democracy services in the region. Methods. The following methods have been used in the research providing foundations for the given article: 1) analysis of theoretical sources referred to the research issue; 2) analysis of the structure, quality and contents of the regional citizens e-participation services and platforms; 3) assessment of the e-participation platforms efficiency based on the developed criteria. Results. As part of work, the research attempts to generalize the concept of “citizen e-participation” and to consider all possible e-democracy services existing at regional level. The generalized classification of e-participation technologies is developed, their quality and contents are analyzed. The criteria to assess the e-participation services efficiency have been developed. The research reveals the following opportunities and technologies contributing to interaction with government officials: services of the official government websites, officials' blogs, crowdsourcing platforms, e-petition services, e-voting technologies. The quality of the services represented was assessed on the basis of the developed criteria (for example, the key service function, accessibility for citizens, the initiator to develop the service etc.). Scientific novelty. The issue of e-participation is under-researched in Russia, especially at regional level. The study is the first attempt to generalize all of the existing regional e-participation services and to assess their quality.
