Purpose. Purpose. Consider a normative base of program management and practice of preparing programs of Yekaterinburg, analyze limitations of the programs and propose necessary changes. Method. Axiomatic. Results and application area. The article criticizes the program development process as a set of activities, shows the shortcomings of the practice of developing programs by example of Ekaterinburg, evaluates this practice and makes recommendations. Scientific novelty. The article substantiates the necessity and primacy of analysis and formulation of a problems, setting of goals instead of budget allocation during programs developing. The article substantiate the impossibility of accounting of functional responsibilities of authorities and its departments during programs developing, independence of programs from the budget funds administrators.

Purpose. To show the need to link implementation of modern managerial technologies based on the autonomy of the working groups in Public and Municipal Management (PMM) with the changes in management through adoption of public management decisions. Method. Axiomatic. Results and scope. The article used the author's research results on managerial decisions and management arrangements of budget organizations, on the basis of which prospects of bimodal management in the sphere of PMM, evaluation and suggested recommendations were considered. Scientific novelty. The author proposed a hypothesis about the need to split political (institutional, regulatory) and managerial decisions for a useful introduction of the «market» technologies in public management, considering the latter as widening the choice of actions rather than dictating certain activities.
