The problem of protection from natural disasters in the context of increasing frequency of abnormal weather events caused by global and regional climate changes is one of the most important tasks of ensuring life safety and sustainable economic development. The intensity of dangerous hydrometeorological events has increased significantly in recent years. Climate change leads to an increase in adverse natural phenomena. To date, environmental problems in the Russian Federation have reached such a critical point that the assessment of the state of the natural environment must be interpreted as a threat to national security. The current situation requires improvement of existing instruments and mechanisms of state control and supervision in the field of Hydrometeorology and environmental monitoring. The purpose of the study is to evaluate the activities of the Department of the Federal Service in Hydrometeorology and environmental monitoring in the Ural Federal district in implementing state control and supervision in the studied area and to develop practical recommendations for its improvement. The research methodology is based on the use of system and activity approaches. Research methods are represented by analysis, synthesis, induction, deduction, as well as such private scientific methods as the statistical method, the method of analyzing documents. The empirical basis of the study was the statistical data of the Federal service for Hydrometeorology and environmental monitoring. As a result of the study, the key problems of implementation of control and supervision activities in the studied area were identified and a number of recommendations for their solution were proposed. Using the outcomes of the conducted research, the necessity and prospects of using specific methods and special approaches to the application of modern strategic planning tools in the field of control and supervision in hydrometeorology and environmental monitoring, which contribute to achieving a qualitatively different level, expanding the boundaries of applicability and significantly improving the results of executive powers, are proved.

Purpose. The purpose of this paper is an analysis of the main problems of State regulation of special economic zones in the Russian Federation and the development of measures to improve the management of the OEZ. Methods. The study used comparative analysis, statistical data, as well as the activity approach. Results and practical value. As a result of the analysis of contemporary trends in the development of special economic zones in the Russian Federation, the author identified management problems and developed practical recommendations aimed at improving the State regulation of the territories with special organizational and legal status. These recommendations can be used in the activities of the State power bodies of the Russian Federation. Scientific novelty. Scientific novelty and originality consists in identifying management problems in the functioning of the Institute of special economic zones in the Russian Federation, as well as developing measures for improving the State regulation of this sphere.

Purpose: to study the dynamics of professional and educational needs of the students of the correspondence department of the Ural Institute of Management branch RANEPA. Methods: in 2015, six years later, a repeated panel case study on a unified program and methodology. The study was conducted in the framework of the strategy case-study. We used the methods of comparative analysis, focus groups, questionnaires, and interviews. The novelty of the work is to collect new primary sociological information and the creation of complex copyright recommendations applicable to both the specific situation of the study and to the same object of study in higher education in Russia. The results: a study has shown dynamic preferences of potential and actual customers of the Academy; It revealed the ideal and real images RANHiGS and the difference in the minds of the respondents; found out the best way possible advertising campaigns, created a set of recommendations address the identified problems.
