Purpose. The article is about the analysis of key socio-politic aspects of effective coordination system formation of strategic infrastructure and spatial and territorial development of the North and Arctic Russia. Methods. The authors use methods of analysis, comparison, synthesis and evaluation on the basis of system and process approaches. Results and scientific novelty. The researchers analyzed the key factors for successful long-term development and the development of the northern territories of the country and studied the main problems and possible ways of improving the system of coordination processes and infrastructure space and territorial development of the Arctic and subarctic regions of Russia.

The main trends and problems of the Russian Arctic zone exploration infrastructure development are analyzed and the possible solutions are indicated by the authors, The urgency of the researched issues is attributed to the need for the perspective exploration and development of the Northern and Arctic regions of Russia, which involves development and continuous improvement of the modern infrastructure and its management systems.

On the basis of a systematic and riskological approaches the authors use such main methods as: the methods of analysis, synthesis, assessment and classification Results and scientific novelty. The authors analysed design risks of strategic research, development of strategic plans and their realisation, and also the main risks of development and activity of strategic alliances. The researched issues become topical due to increase of the importance of the Arctic region development in the All-Russian development process.
