Аннотация
Введение. В статье проведен систематический обзор академической литературы, осуществлена характеристика инструментов государственной поддержки промышленных секторов КНР. Целью статьи является выявление на основе обзора литературы инструментов действующей промышленной политики Китая и анализ возможностей их применения в реализации промышленной политики в России с целью обеспечения технологического суверенитета. Задачи публикации: анализ релевантной литературы; выявление значимых для промышленной политики Китая параметров; выявление возможностей и ограничений применения китайского опыта в России.
Материалы и методы. Методология исследования включает сравнительный анализ и сопоставление результатов научных исследований, их обобщение и синтез в соответствии с учетом международных рекомендаций PRISMA. В ходе анализа проведено сравнение методологии и результатов исследований инструментов государственной поддержки в Китае, в частности на основе сравнения широкого спектра литературы на русском, английском и китайском языках. Особое внимание уделено сравнению позиций, сформулированных в статьях Агийона и соавторов и Бикенбаха и соавторов, в частности, как по анализу применяемых в Китае инструментов, так и международного контекста их использования. Информационной базой послужили академические публикации по теме исследования.
Результаты. Применение китайских инструментов государственной поддержки в России возможно, но требует адаптации к национальным условиям. Среди наиболее применимых инструментов: тарифная политика, льготное кредитование, экспортное субсидирование и валютное регулирование.
Обсуждение. Для эффективного импортозамещения и роста несырьевого экспорта необходимо расширить скрытые субсидии, снизить издержки промышленных предприятий за счет льготных тарифов на ресурсы, усилить систему льготного кредитования и государственной поддержки экспорта. Также важно развивать государственные промышленные холдинги, которые смогут поддерживать стратегические отрасли и формировать внутренний спрос на отечественные инновации.
