Statistical methods and standardization methods were used to ensure the reliability and validity of the research results and conclusions. As a result, a method has been developed for evaluating the activities of public health organizations based on sound tools that consider the relationship of the impact on the complex social and economic situation in healthcare. The introduction of the method into the practice of government authorities will help to correctly assess the strategic potential of public health organizations at the local level and make operational decisions.
