The purpose of this study is to determine the opportunities of the agro industrial complex of the Republic and the development of organizational and economic directions of its improvement based on strategic management. Methods: abstract-logical method was used to formulate concepts, reveal the essence of the market economy and the agricultural market, management of agriculture, determining trends in their development; statistical-economic and calculation-analytical methods are used in the economic assessment of economic entities in a market economy. Results: basic trends of development of agro industrial complex of the Republic of Bashkortostan geographically are identified; priority areas in crop production are substantiated; the estimation of potential of growth of production volumes in the context of the strategic directions of development of agriculture is carried out. As calculated in accordance with the extensive-intensive scenario of agricultural development, the following results were obtained on the volume of crop production in all categories of farms of the Republic of Bashkortostan for the long term: 1) grain crops: in the Republic 6.6 million tons, including sub-regions: Western 2.4, North-West 0.6, North-East 0.3, North 0.1, Ural 0.7, Central 0.8, South 1.7 million tons. 2) field and protected ground vegetables: in the Republic 6.0 million tons, including sub-regions: Western 1.6, North-West 0.3, North-East 0.3, North-0.3, Ural 0.4, Central 1.9, South 1.2 million tons. The scientific novelty is in the fact that the proposed measures can be used in the development of forecast indicators of agricultural enterprises, to increase the volume of output and increase its economic efficiency

Scientific justification of methodological approaches aimed at addressing the problem of food supply in the region with local products and progressing to regional food security. Methods. In the course of the research the following methods have been used: monographic, system analysis, calculation-constructive, abstract-logical and graphical. When designing the strategy of import substitution in the agro-food complex of the Republic of Bashkortostan the use of strategic planning methods was justified. Results. The article shows the importance and the role of import substitution in providing food security of the country. The need for the import substitution strategies development in the agro-food complex at the level of the RF subjects is justified. Regional aspect of import substitution in the agro-food complex is being tested in the Republic of Bashkortostan. The algorithm is provided for the regional agro-food complex development strategy design at zonal level. The results of the current state and development analysis of the agroindustrial complex of the Republic of Bashkortostan are given. The conclusion is made on the need for applying systematic approach and strategic planning methods in import substitution strategies development in the regional agro-food complex. It is also concluded that a key component of import substitution strategy must be the focus on getting the synergizing effect of using natural resources and productive capacity of the regional agrarian sector. Scientific novelty. Scientific novelty of the research is in providing methodological justification and in elaborating the algorithm of the regional agroindustrial complex development strategy design at zonal level while implementing the policy of accelerated import substitution under the conditions of economic sanctions and retaliatory product embargoes.
