Purpose. The article attempts to look at trends in the formation of an institute of strategic planning at the level of regions of the Russian Federation. In conditions of limited resources, planning issues are of particular relevance, since it is necessary to identify priority spheres, redistribute financial, production, and human flows. Methods. The article uses a systematic and institutional approaches, comparative analysis, classification method. Results and scientific novelty. Despite the fact that the regions have been implementing strategic plans for more than ten years, the existing set of normative documents today presupposes a systematic approach. The author has analyzed the system of documents of strategic planning of the regions of the Russian Federation, established the regions in which this system practically took shape, as well as the regions are outsiders in this matter.

Purpose. Denote the need for interconnection of different levels of strategic planning including vertical and horizontal interaction, the provision of which is most important for the planned development of the national economy. Features of the development of Russian industry cause the importance of the interrelation between the strategic priorities of the development of the state, regions, municipalities, as well as industries. Methods. System analysis, document analysis, general scientific methods. Results. The pace of industrial development in the regions, with various priorities: mining or processing, is analyzed. It has been established that in connection with the weak development of strategic planning, the lack of interrelation between the strategic priorities of state, regional and industrial development, as well as the poor quality of planning the resource potential, the rates of socio-economic development of the regions are significantly reduced. Scientific novelty. Systematized problems of industrial development in Russia, associated with a poor quality of strategic planning. Directions are proposed to increase the efficiency of industrial production in the economy as a whole and at the regional level.

The purpose of this article is to analyze the experiences and conditions of introduction of project management standards in public authorities and local governments. Methods. This article uses a systematic approach, comparative analysis, method of classification and use principles of the comparative approach in the management of projects. Results and scientific novelty. The authors performed a review of international project management standards and practices of certification in the field of project management, the assessment of applicability and conditions of implementation of the project management standards for public authorities and local self-government, identified areas of efficiency during the process of standards implementation in the public sector.

Purpose. To identify the role and place of assessment in the system of strategic planning of socio-economic development of municipalities. Methods. The author analyzes the theoretical approaches to the definition of "assessment". Based on the analysis of theoretical approaches the author reveals peculiarities of the assessment system in the municipal strategic planning. Results. Based on the analysis of the peculiarities and approaches to the assessment of the system of municipal strategic planning, revealed principles and evaluation stages, with regard to the system of strategic planning of socio-economic development of municipalities. Scientific novelty. The article gives the author's interpretation of the concept «assessment», in relation to strategic planning system. On the basis of existing legal acts of federal assessment standards, guidelines for the development of socio-economic development programs, studies of Russian and foreign authors suggested the sequence of assessment steps with regard to the system of strategic planning of socio-economic development of municipalities.
