Purpose. To study the problems of the implementation of the state youth policy in the Sverdlovsk region and propose ways of solving them. Methods of research: a questionnaire survey of youth in the Sverdlovsk region (May 2016), a quota sample, a sample size of 1,000; expert interview with specialists of the Ministry of Physical Culture, Sports and Youth Policy of the Sverdlovsk Region (May 2016); analysis of official documents in the field of youth policy; analysis of statistical data. Results and practical significance. The state youth policy is considered from the point of view of system and activity approaches. The regulatory and legal framework of the state youth policy has been studied. The goals and directions of the youth policy are analyzed. An expert interview was conducted, as a result of which problems were identified in the implementation of the state youth policy in the Sverdlovsk region. A survey of youth in the Sverdlovsk region showed a low level of awareness of youth about activities and programs of youth policy. Practical significance consists in developing practical recommendations aimed at improving the state youth policy and solving identified problems. The results of the research can be used by state authorities to develop state programs in the field of youth policy, youth public associations to attract young people to the implementation of youth policy. Scientific novelty. Based on the research carried out by the authors, new empirical data have been obtained: expert assessments of the problems of implementing the state youth policy have been identified, factors influencing the level of awareness of youth in the Sverdlovsk region on the implementation of state youth policy in the region have been established.
