Purpose. The article considers the problems of underfinancing of non-profit organizations and presents proposals for improving the management efficiency of the development process of the "third" sector by the example of the Belgorod region. Methods. Based on the system and process approaches, the author uses methods of analysis, evaluation, comparison. Scientific novelty. The researcher analyzed the direct and indirect directions of state support for non-profit organizations, the problems of the institutional development of the modern "third" sector, and proposals were made to improve the effectiveness of state management of non-profit organizations in regional conditions.
