The study assumes a theoretical and methodological analysis of various definitions and approaches to the study of the phe№ me№ n of regional governance. The basic concepts management, state management, are analyzed, their essence is defined. On their basis, the author's definition of the concept of "regional management" is modeled in the context of modern society. A theoretical sociological model of regional management is developed. Results. The analysis showed that the methodological bases of research on management processes require special research, since the management sociology still does № t have an independent categorical apparatus, borrowing it from the sociology of organizations or from management. Since the essence of management is its social conditioning, in so far the regional administration inherits this basic feature. The purpose of regional administration is to make the regional community manageable, but this is № t the same as administrative coercion. There is a shift in the emphasis from the administrative impact to the public impact, the object of management becomes a subject through a system of social influence. The latter also ensures the implementation of public functions of the regional management system. Regional management is a system that inherits the characteristics of three types of directorates state, political and public. In the context of the emergence of civil society in Russia, the main purpose of the regional management system is to fully support its strengthening through the support of public initiatives, the development of a mechanism for social partnership of power and society at the regional level. An example is the spread of new institutions of social influence public and advisory councils, crowdsourcing areas, all kinds of public monitoring, the implementation of the concept of "open government". In studying the issues of state (and regional, as part of it) management author identified two main lines: classical and postclassical. In the framework of the latter, the following features are added to the functions of regional management as a system: "the existence of a mechanism for interaction with other types of management in the society and its subsystems"; "Integration of elements of public administration in public administration". The problem field for further studies of regional management in the framework of the integrated approach is identified the study of the phe№ me№ n of social impact. Scientific novelty. The aspect of the methodology of management sociology as applied to the study of the regional management system is problematized. Based on the analysis, the essence of regional management in the context of modern society was revealed, the author's definition of public administration and regional management was developed. The necessity of applying an integral approach to the study of the regional management phe№ me№ n is substantiated. Within the framework of the system-communicative approach, a new sociological model of the regional management system is built, where the leading element is a set of communicative practices between the authorities and society at the regional level.
