The article is devoted to public administration institute based on values in Russia. It is shown the further development of this institute is due to understanding its destination and values but not only by tighten external regulators. Particular attention is paid to the sociological analysis of the public service documents in terms of valuable components arising from the Russian Constitution and the Concept of public service development in Russian Federation. The article substantiates the necessity of the experts agreed to definition, legal consolidation and implementation normative public administration values into state bodies. The second part of the article analyzes the results of the on-line survey of more than 9000 civil servants of subjects of the Russian Federation in the Siberian Federal District. This survey aim is to identify the addiction between the level of civil servants satisfaction of various aspects of work and the rating of the importance of public administration normative values.
