Purpose. Disclosure of urgent problems of administrative and legal regulation of solving specific issues of local importance in the Russian Federation. Identification of gaps and conflicts of regulatory regulation of certain issues of local authorities at the level of federal legislation. Forming proposals on the elimination of gaps in the legislation on local self-government concerning the mechanism for the implementation of law enforcement in municipalities on the example of the city of Yekaterinburg. Methods. In the course of the analysis of the norms of the current legislation of the Russian Federation on local self-government and the protection of public order, formal legal and comparative legal methods are used. Results. The article deals with actual problems of legal regulation of law enforcement as a local issue. The theoretical and legal analysis of the powers of local government bodies for the protection of law and order is given. The practical problems of law and order protection at the municipal level are illustrated on the example of the municipal entity «city of Ekaterinburg». Scientific novelty. The author justified the need to bring certain provisions of the legislation on local self-government to the legislation on the police of the Russian Federation. The forms of activity of voluntary public associations for the protection of public order at the municipal level are classified. Author's proposals on improving the effectiveness of administrative and legal regulation of the protection of public order in municipalities are formulated.
