Purpose. To summarize the practice of the High Commissioner for Human Rights in the Sverdlovsk region of resolving social conflicts, to identify major trends of human rights activities and to propose measures to address violations of human rights and freedoms. Methods. The activity of the regional Commissioner for Human Rights is analyzed as a key subject in the prevention and resolution of social conflicts. Results and scientific novelty. Main forms of social conflict settlement by the Commissioner are considered. Also, the article presents the author's view on the mission of the Commissioner for Human Rights as of mediator in social conflicts settlement.
