Purpose. To determine the level of formation of basic administrative and service competencies of executives members of a personnel reserve of the Kursk state and municipal management, and to develop on this basis a thematic program of competence development of personnel reserve of high school. Methods. The purposed outlined in the article, have been achieved by forming a competency assessment model for subjects of the university personnel reserve, which includes the following administrative and service competence: problem analysis, planning and organization, credibility in communication, initiative, focus on teamwork, stress resistance. Results. This article presents a solution to the practical problems of assessing the level of competence of personnel reserve of high school subjects. Modern academic environment in the process of reformation involves ideological changes in the implementation of the policy of forming the personnel reserve of the university. In the process of competence assessment established that the administrative-service competent deficiency of talent pool is a low level of problem analysis as at the unit level and at the of high school level as a whole. Scientific novelty and application. As research, this article reveals the contents of the developed model of competency assessment of personnel reserve of the university, integrating results-based approach to assess the effectiveness of teachers work and function and process approach, that carried out the formation of the competence of personnel potential of the university reserve. In accordance with the results is necessary to organize and conduct an annual competition for the composition of the personnel reserve for administrative and service competence with differentiation by groups of posts, as well as to conduct personnel audit on motivation at activities leading with possible interstructural rotation. The practical recommendations made in this article was the description of the stages of the organization and implementation of programs of personnel development of the university, which competence structuring is made of four blocks of competencies: administrative and service, research, educational, information technology.
