Purpose. Analysis of the problems of modern approaches to the development of human capacity in a specific territory. Methods. The author discussed several options for capacity development, suggested the solution to this problem through the establishment of municipal centers of a new type, contributing to a continuous, progressive and on-job practiceoriented adult learning of different trades. Results. Development of municipal centers of innovation-based schools as a part of advanced training will help to ensure that the practical orientation of the training will create conditions for development of flexible educational trajectories will ensure reaction system of education in the rapidly changing needs of an individual, society, specific territory; will lead to the realization of the model of a "learning region". Scientific novelty and practical importance. The author defined pedagogical conditions for implementation of program-modular forwarding of adult continuing education, providing for the harmonization of integration institutions of advanced training and the municipal resource center using innovative experience of the region.
