Purpose. To consider territory development potential in terms of territories rating for inter-budgetary equalization. Methods. The dynamics of the city of Ekaterinburg development in 2011-2013 is analyzed and development data in certain indicators of million-cities is presented in a table. Results. Interrelation of the level of potential, calculated by point-rating assessment, and inter-governmental transfer distribution is considered. The dependence of score ranking and the level of territory development potential is designed. The rating of socio-economic status of the RF subjects is presented. Scientific novelty. Scientific novelty consists in studying the interrelation of the level of territory development potential and inter-budgetary equalization on the basis of territory rating to achieve a common goal sustainable territory development with its competitive advantages.

The paper reviews the development of territorial potential, knowledge economy, and its characteristics. Statistics of educational structure of the Russian Federation is researched in this article. Examples of education development in subjects of the Russian Federation and in other countries are in the paper. Tendencies of development of knowledge as a definition during the second part of XX-XXI centuries are reviewed, and on the base of it definitions of “knowledge as product” and “knowledge as cognitive process” are showed by the author. The close correlation of the education level and salary level is explored in this paper.
