Purpose. To study the basics of constructing the system of the federal state fi re inspectorate for the development of possible directions for optimization of the executive power system. Methods. The author used general philosophical, general scientifi c and specifi c legal research methods. Special attention is paid to comparative and systematic methods. Results and scientifi c novelty. In the article, the author represented a defi nition of “the federal state fi re inspectorate system” which is not formalized on the legislative level. Each level of the system is scrutinized and brief characteristics of structural elements are shown. The system of monitoring bodies in the sphere of fi re security is represented as an original detailed scheme. In the functioning of the system the author identifi ed the following problems: endowment of the Ministry with monitoring functions, ambiguity in the status defi nition of military departments, endowment of numerous power bodies with monitoring functions in the sphere of fi re security. In the article, the author introduces possible ways of reforming the monitoring bodies system spelled in scientifi c circles. The author assesses the possibility for realization of various ways, expressed own attitude towards this issue. Scientifi c novelty is in research of the fi re inspectorate bodies’ development in terms of their optimization and possibility of the reform realization.
