Purpose. On the basis of analysis of structural changes in the industry to work out recommendations for the development of efficient industrial policy in the regions of the North Caucasian Federal District. Methods. Based on the wide range of empirical data generated through the use of the official statistics materials and other information from open official sources, the structural changes in industrial production of the North Caucasian regions in recent decades have been analyzed. Results. The analysis revealed large-scale de-industrialization of economy of the North Caucasian regions in recent decades, largely due to demand contraction in sectors focusing previously on the needs of the defense complex. Priorities and mechanisms of structural changes in industrial complex of the North Caucasian regions are proposed and justified. Scientific novelty. The possibilities of structural changes in the industry of the North Caucasian regions through the use of the potential of the network forms of business organization are identified.

Purpose. Substantiation of key directions of innovations implementation to the system of public and municipal management of the regions of the North-Caucasian federal area. Methods. The authors conducted an analysis of the role the institute of public and municipal management plays in reproduction of economy and social sphere of the regions of the North-Caucasian federal area. They used a wide range of empirical and statistical information. Results. The authors proved that resulting from low economic activity in the regions of the North-Caucasian federal area the institute of public and municipal management becomes a disposer of the most important financial flows, which predetermines its closeness and conservatism. They determined key directions of implementing administrative innovations for activation of channels of social mobility and attraction of qualified personnel for solving the existing problems in the regions. Scientific novelty. The authors substantiated the necessity of implementing a project approach in solving tasks of public and municipal management of the regions of the North-Caucasian federal area. It will allow overcoming a number of problems of regional development.
