Purpose. The study represents an understanding of the main directions of state administration on the practical implementation of the state policy in the field of security in the framework of building and developing the “Safe City” hardware-software complex in the Sverdlovsk region. Methods. The presented article used: system analysis, general scientific methods; historical and logical methods, a comparative method with the aim of determining the general and the particular in the state management mechanism for creating and improving the Safe City hardware and software complex in the Sverdlovsk Region; methods of forecasting, synthesis, generalization. Results. Based on the specifics of the object of study by the authors: 1. The main goals and objectives for the creation of the AIC "Safe City" system are defined. 2. The idea of the agro-industrial complex "Safe City" as a single integration mechanism consisting of a variety of technical response complexes is substantiated. This will allow, according to the authors, to ensure the adoption of an adequate and timely management decision for the comfortable and safe living of the inhabitants of the territory. 3. The experience of foreign countries is presented, as well as the regional experience of Russia on the problem under study. 4. Attention is focused on the main problems and difficulties of the initial stage of work on the creation of the AIC system, and also some recommendations for its implementation have been proposed.. Purpose. Complex historical-legal analysis of the formation of the foreign-policy activities system of the Russian state in XIX century, its legal arrangement in national and legal law. Methods. In the research, the author conducted a historical-legal analysis of the above-mentioned process based on the source material (international-legal documents and national legislation acts adopted during the given period of time_ and research papers on corresponding issues. Results. The author carried out a historical-legal analysis, identified trends connected with the formation of the foreign-policy activities system in the mentioned period, considered bodies providing foreign-policy activities (Ministry of foreign-policy, diplomatic and consular organizations), their legal status, functions and corresponding problems. Scientific novelty. In a systematized way, using references to source materials the author stated a development process of legal arrangements of inter-governmental relations in the stated period of time, determined stages and trends of development.

Purpose. Historical-legal analysis of the legal arrangement process of the international relations system development, including direct participation of Russia. Methods. In the research the authors conducted a historical-legal analysis of the announced process, which is based of original sources (international-legal documents adopted in the announced period of time) and scientific papers on corresponding issues. Results. The author carried out historical-legal analysis, found out trends connected with the process of arrangement of unified world-political system, determined stages of the process characterized legal entrenchment of the corresponding principles on the level of international contracts concluded by states with Russia’s participation. Scientific novelty. In systematized way, with references to originals, the author explained the process of development of juridical arrangement of intergovernmental relations in the indicated period of time, determined stages and trends of development.
