Purpose. To develop a set of indicators for assessing the modernization potential of territories. Мethods. Correlation-regression, clustering structural, structural-logical methods of analysis have been applied. Results. A series of relative indicators has been formed to assess the modernization potential of territories interpreting the effectiveness, efficiency and sustainability of innovation processes, variability of the analyzed indicators within a Federal district, as well as specific parameters of human capital. Scientific novelty. The developed indicators on the updated basis allow for identifying innovative reserve in Federal districts and for differentiating application approaches. Practical importance. The proposed assessment patterns can be used as an effective control and management tool for federal, regional and municipal authorities in the development and implementation of regional innovation programs, and also in research activities of consulting organizations and social and economic development institutions.

Purpose. Development of the system of economic-mathematical indices of for calculation of efficiency of small business territories functioning. Identification of the key problems preventing the development of business in the regions and determination of actions of small business stimulation in particular regions of the Federal district. Methodology and methods. Application of the regression and cluster analyses, method of analogies and graphical interpretation of the received results allow achieving the objective set in the research. Results and sphere of application. On the basis of official statistics the authors formulated suggestions on efficiency appraisal of small business of the Federal district and determination of reserves for further development of business and innovative sectors on that basis. The determined on that basis problem regions included into that district can be a kind of base for activation of efforts on stimulating small business on part of regional and federal power bodies. Scientific novelty. The authors proposed a system of interconnected indices which allow evaluating a level and trends small business development in a particular level of industry on the background of All-Russian results on a renewed theoretical basis.
