Purpose. The research is aimed to study the development of the incentive system in higher educational establishments. Methods. In the article there is a brief decomposition of a higher educational establishment in the sphere of management, realization of principles of a systematic approach to evaluation of quality and labor incentives exemplified by index evaluation of teachers and students’ groups’ activity. Results. The author describes information system of evaluation and incentives of PPP and results of data research collected by the system for 2007-2013 by Pareto method, ABC, correlation analysis. Scientific novelty. The author proposes a possibility to develop a system of inter-university comparative evaluation of results of students’ activity and PPP, and also an approach for building rating of universities on the basis of quality assessment of education and work efficiency of an academic core.
