Purpose. Development of approximate of requirements list to realization of the procedure of the assessment of regulating influence of legal acts concerning the sphere of copyrights and related rights in music. Methods. Research is based upon general scientific (description, analysis) and particular scientific (historical, method of documentation analysis) methods. As a major approach, the author uses theory of interests’ interaction. The paper contains both primary data and secondary sources of information. Results and practical importance. The author outlines topical issues in the sphere of copyrights and related rights for musical compositions in the Russian Federation in general, and in the activity of certain state non-state organizations of Ekaterinburg city. The author developed a model expert conclusion, which takes into account specificity of the regulated branch and fits in the format of the Assessment of regulating influence determined by the federal and regional regulations. The author also formulated proposals concerning the necessity of expertize institutionalization and attraction all interested people (authors, users and public and research organizations) to that expertise. Scientific novelty. The problem definition itself including consideration of the sphere of copyrights and related rights from a perspective of the Assessment of regulating influence as a tool of state policy possesses scientific novelty, as there is no research of similar kind today. In the paper, the author substantiates possibility of applying legally formalized of conducting the procedure of the Assessment of regulating influence in the above-mentioned sphere of public relations.
