Purpose. In the article the authors analyze conditions of functioning and development of economic subjects which include enterprises and cities as administrative-territorial units in the market system in risk conditions. Methods: As major methods the authors applied the method of comparative analysis and territorial modeling of economic systems. Results and scientific novelty. Realization of local self-government is mainly connected with the development level of industrial enterprises which are often a single source of pumping up the budget The authors consider features of steady development of economic systems within the context of safety and state regulation of cooperation. Using the results of the analysis the authors determine a variety of categories and specificity of conditions referring to the notion “steady development”. The authors gave recommendations on activation of cities development on the basis of arranging effective functioning of small industrial enterprises.
