Purpose. The article analyzes the formation of a new electoral law to local government. Methods. The article provides a historiographical analysis of the advantages and disadvantages of the zemsky electoral law. Results and scientific innovation. The author examines all aspects of the curial electoral process in a particular historical area. In the research the author provides estimation of the formation of a new electoral law to the local authorities, gives a comparison of the rights and legal awareness of the population for the historical period under review.
