Subject: methods and results of quality assessment and availability of public services provision to executive bodies of state power in Sverdlovsk region. Purpose: To analyze quality assessment and availability of public services provision to executive bodies of state power in Sverdlovsk region and develop proposals on its improvement on the basis of social audit technologies. Methodology and methods: research methodology is based on the principles of activity approach to social audit. In the research process the author used such methods as description, analysis, synthesis, papers analysis, sociological poll, expert interview, statistical data analysis. Results: the author conducted social audit of quality and availability of public services in Sverdlovsk region and studied the experience of organizing monitoring of quality and availability of public services in Sverdlovsk region; conducted comparative analysis of the results of official monitoring and independent sociological research of quality and availability of public services; received expert assessment and found out drawbacks in monitoring organization; proposed recommendations on improvement of quality and availability of public services in Sverdlovsk region. Sphere of the results application: the results of the research can be used in the activity of state power bodies of Sverdlovsk region providing public services, and in the activity of state power bodies participating in organization and conducting monitoring of high quality provision of public services to people. Scientific novelty: a new scientific idea on social audit of quality and availability of public services enriching a social audit concept is developed; contradiction between the results of official monitoring and independent sociological research of quality and availability of public services is proved; original ideas on organizing monitoring of quality and availability of public services in Sverdlovsk region.
