Purpose. In the article the author considers evolution right to information for 20 years the RF Constitution. Methods. In the article the author using the method of critical analysis considers and characterizes key normative legal acts regulating the right to information. Scientific novelty and results. Specificity of functioning “Internet” network, importance for realization of numerous rights and freedoms which allowed confirming on an international level a human right to access to Internet as an inherent right. We believe that the given right is a compound part of the right to information as it allows to get and distribute information.
