Purpose. Analysis Institute of impeaching the President of the Russian Federation from his position as a member «checks and balances» truly democratic state. Methods. The main method used cross-national analysis and retrospective analysis. Results. The paper identifies the need for improvement of the institution in respect of such a base as «treason» and the possibility of using other institutions of direct democracy in order to establish a real «people's power». Scientific novelty. Based on the experience of foreign countries the authors developed a conceptual and procedural provisions implementing the procedure for impeaching the President of the Russian Federation, as well as the conditions for the application of these provisions.
