PUBLIC CHAMBER AS AN INSTITUTION OF CIVIL SOCIETY ON THE MUNICIPAL TERRITORY (BY THE EXAMPLE OF THE CITY DISTRICT OF KRASNOTURINSK)

Abstract

The purpose of this article is to analyze and identify the basic problems of Public Сhamber development in a municipality (by the example of an “average” city). When writing the work, the author used the following methods: the formal legal method became the basis for studying and analyzing the legal framework governing the creation of these public institutions. In the course of the study, the methods of questionnaires, statistical analysis, and system analysis were used. Results: the author conducted a comprehensive analysis of questioning the residents of Krasnoturinsk. The results of the sociological research helped to answer the questions about how mutual understanding of local authorities and the population is developing today by the example of the city district of Krasnoturinsk, and what hinders its successful implementation. The readiness of the population to participate in the life of the municipality was assessed. Contradictions in the course of the Public Chamber development were revealed, as a result of not being recognized by the population of this body. Methods for identifying the leaders of urban changes in the territory of a single-industry city are outlined. The scientific novelty of this work is that a sociological study of the institutional functions of the Public chamber was conducted on the municipal territory. The problems of its development are revealed. Their analysis will allow to correct the work on identifying the leaders of urban changes. Based on the experience of the social and educational program of the Foundation “The center for social programs” of the RUSAL company, an additional method for identifying leaders of urban changes and his subsequent activity in the Public Chamber was identified and proposed.
