STATE POLICY FOR SUPPORT OF FAMILIES WITH CHILDREN WITH DISABILITIES

Abstract

Subject. Public policy as a connecting link between individual family needs satisfaction with a disabled child and family functioning in the interests of society. Purpose. Analyzed State policy on support for families with disabled children on the basis of a study of socio-economic status of families with disabled children in the Russian Federation and State regulatory policy for families with children with disabilities. Methods. The study was conducted on the basis of a set of interdisciplinary methods, such as generalization and systematization of theoretical data based on the study of the works of various authors, analysis, synthesis, comparison, systematic-functional and integrated approach, with use of official statistics and the analysis of normative legal acts. The results. The theoretical and practical significance of the study is that it examines the system of social protection of families with disabled children at the regional level and identifies the main challenges. The analysis of the status of social support for families with disabled children will develop an actual vision of the problems identified, and will contribute to the improvement of public policies in respect of families, which are growing and disabled child is educated in modern socio-economic conditions. The scientific novelty. Identified lack of rationality of social protection of families with children with disabilities, including the lack of differentiation and scorecard ranking families according to socio-demographic characteristics, contributing their individual potential, resulting in a significant proportion of families with disabled children with severe limitations of life, remains in economic and sociocultural isolation.
