THE IMPACT OF CORRUPTION ON THE EFFECTIVENESS OF PUBLIC ADMINISTRATION

Abstract

Purpose. Theoretical and methodological study of the problem of the influence of political corruption on the public administration system, identifying the main causes of political corruption. The subject of the research. The opinions of researchers, scientific ideas, practical approaches to fighting corruption in the public administration. Methods. As research methods in the work used: comparative, structural and system analysis, analysis of statistical data, analysis of materials of scientific works of Russian and foreign authors on the research problems. Results. The paper considers the ambiguity of the phenomenon of corruption in modern society, identifies specific features and manifestations of political corruption, as consequences of unfair government. Systematized the main characteristics of political corruption, identifies the main factors that cause the formation and development of political corruption in a transitional democracy. Scientific novelty. The tools that proved in practice their effectiveness in countering corruption at the highest levels of power are presented. The need to apply a systematic approach to counter corruption in public administration, which would involve a combination of many factors and elements in the complex, is indicated. The necessity of involving the public in the fight against political corruption in the system of public administration is grounded.
